On behalf of the Government of the Republic of Korea, I extend my sincere gratitude to all of you for allowing me to make a statement in front of the esteemed 41st Session of the ICAO Assembly.

Before I begin, I would like to thank the ICAO Secretariat and its staff for preparing this Assembly.
Air transport connects people and cities beyond borders and contributes to cultural exchanges, bringing the international community closer.

ICAO has been leading the development of the industry by promoting cooperation for the safety and growth of civil aviation, and this year marks the 70th(seventieth) anniversary of Korea’s membership in ICAO.

Korea joined ICAO in 1952(nineteen fifty two) when the Korean War was coming to an end.

Since then, Korea rose from the ashes of the war and achieved unprecedented economic growth, becoming an air transport powerhouse.
It was all made possible thanks to the support of ICAO and its 193 (one hundred and ninety three) Member States.

Having witnessed the importance and role of ICAO, the Korean government is working to uphold the value and principles of the “No Country Left Behind” initiative of ICAO.

And now, in appreciation of the support we have received from ICAO and the international community, Korea hopes to pay it forward to other countries.

Korea will continue to support and expand the Korea-ICAO Fellowship Training Programme which has been in place since 2001(two thousand one), and the Master Degree Program in Aviation Management which was launched in 2020(twenty twenty).

We will closely coordinate with ICAO and Regional Aviation Authorities so that the programs can be tailored to meet the needs of each country.

Korea supports the ICAO Transformation Objective, which aims to modernize and increase the efficiency of the Organization for the development of the international aviation community, and plans to contribute 600,000(six hundred thousand) dollars to the Digital Transformation Fund from 2023(twenty twenty-three) to 2025(twenty twenty-five).
I hope that this will serve as a foundation for the development of ICAO and the Member States.

Distinguished guests, Safety and security are of great significance in aviation.
Korea also places the utmost importance on the safety of aviation.
We will join in the efforts of ICAO to establish safety management policies and standards, thereby leading the development of aviation safety.

In addition, the Korean government will actively take part in the discussions of LTAG and CORSIA so that we can tackle global environmental challenges.

Climate change response is one of the most urgent matters of our times as it is about the survival of the humanity.

This is why we need to act now to implement decarbonization technology that is proven to be effective.

Korea is already implementing decarbonization strategies that are available immediately for aircraft operations.
Also, we plan to reach net zero in aviation by utilizing innovative technologies like sustainable aviation fuel, electric aircraft, and hydrogen-powered aircraft.
To tackle global warming, a realistic and affordable decarbonization strategy will be one of Korea’s key policy goals, ensuring a safe and sustainable future for aviation.

Ladies and gentlemen, Connection lies at the heart of the international aviation network.
For some, opening up the skies means trust, and for others, it means the promise of mutual prosperity.

Based on this trust and promise, the Korean government wishes to contribute/ to the development of international civil aviation once again as an ICAO Council member.
I ask for your unwavering support and attention.

I once again express my sincere gratitude to the members of ICAO, including Mr. President and Mr. Secretary General, for your hard work, and I hope that the 41st(forty-first) Assembly will be a success.

존경하는 포피 코자 제41차 ICAO 총회 의장님, 샤키타노 ICAO 이사회 의장님, 살라자르 ICAO 사무총장님, 국제항공의 지속가능하고 안전한 회복과 건전한 발전을 위해 이 자리에 참석해주신 회원국 대표단 여러분, 반갑습니다.

대한민국 국토교통부 장관 원희룡입니다.

그리고 이번 총회를 준비해주신 ICAO 사무국을 비롯한 관계자 여러분의 노고에도 깊이 감사드립니다.

항공은 국가와 국가 간의 경계를 허물고 도시 간의 거리를 줄이며, 사람과 사람을 이어주는 교통수단입니다.
또한, 교통수단에 그치지 않고 대륙과 대륙을 이어주고 서로의 문화를 주고받으면서 지구촌을 하나의 공동체로 만드는 데 이바지하고 있습니다.

특히, 항공의 역사는 정치·외교적 갈등이나 테러, 안전사고 등 수많은 어려움 속에서도 꾸준히 발전해왔습니다.

이러한 역사의 중심에는 바로 ICAO가 있습니다.
민간항공의 안전과 발전을 위해 세계 각국의 긴밀한 협력을 성공적으로 이끌어 온 ICAO가 있었기에 가능한 성과였습니다.

올해로 대한민국이 ICAO와 함께한 지 70년이 되었습니다.

한국전쟁이 막바지로 치닫던 지난 1952년 ICAO에 가입한 이후, 대한민국은 전쟁의 폐허를 딛고 눈부신 경제발전을 이루며 항공운송 강국으로 성장했습니다.

공항 인프라를 구축하고 항공 산업을 육성하여 국제항공 네트워크의 일원으로 성장할 수 있었습니다.

이는 ICAO와 193개 회원국들의 지지와 응원이 있었기에 가능한 일이었습니다.

ICAO의 역할과 중요성을 직접 경험했기에 대한민국 정부는 ICAO의 이니셔티브 가치인 ‘No Country Left Behind Initiative’에 깊이 공감하며 그 가치와 원칙을 지키기 위해 꾸준히 노력하고 있습니다.

그리고 이제는 ICAO와 국제사회로부터 받은 도움을 더 많은 나라와 함께 나누고 싶습니다.
지구촌 항공 산업의 발전에 대한민국이 더욱 힘이 되고 싶습니다.

지난 2001년부터 개도국들에게 무상으로 제공하고 있는 ICAO 항공전문인력 교육사업과 2020년부터 새롭게 시작한 석사학위 장학사업을 계속 지원하고 확대해 나가도록 하겠습니다.

특히, ICAO와 지역민항위와 긴밀히 협력하여 지역 맞춤형 교육으로 발전시켜 나가겠습니다.

한국은 국제항공사회의 발전을 위해 조직을 더 현대화하고 효율적으로 운영하려는 ICAO의 전환목표(transformation objective)를 지지하며, 디지털 전환기금(Digital Transformation Fund)으로 2023년부터 2025년까지 총 60만 불을 보태어 ICAO의 혁신에 동참할 예정입니다.

대한민국의 이러한 아낌없는 노력이 ICAO와 회원국 모두의 발전에 밑거름이 되기를 희망합니다.

여러분, 항공 분야에 있어 안전과 보안은 아무리 강조해도 지나치지 않습니다.

대한민국 역시, 안전한 항공 서비스 제공을 최우선 가치로 삼고 있습니다.

ICAO의 안전관리 정책과 표준 제정 등에 적극적으로 동참하고, 빅데이터나 인공지능 등 첨단기술을 활용해 전 세계의 항공안전 수준을 한 단계 높이는 데 앞장서겠습니다.

이와 동시에, 드론·사이버 공격 등 날로 복잡해지고 있는 민간항공에 대한 위협을 해소하기 위해 사이버 보안 분야 등에서도 ICAO를 비롯한 국제사회와 적극적으로 협력할 계획입니다.

아울러, 대한민국 정부는 국제항공 탄소감축 장기목표(LTAG)와 탄소상쇄제도(CORSIA) 등 글로벌 환경이슈에 대해 우리 모두의 가치와 노력이 실현될 수 있도록 적극 참여하겠습니다.

기후변화 대응 전략은 지구와 인류의 지속가능한 생존을 위해 무엇보다 시급한 사안으로 이미 공인된 탄소감축 방안들을 즉시 행동으로 옮겨야 할 것입니다.

대한민국 정부는 이미, 즉각 적용이 가능한 항공기 운영 측면의 탄소감축 수단을 실천하고 있으며, 여기에 친환경 연료, 전기·수소 항공기와 같은 미래 혁신 기술을 더하여 항공분야의 탈탄소를 완성해 나갈 계획입니다.

또한, 지구 온난화를 억제하기 위한 범지구적인 목표 달성을 위해 기술적으로 실현 가능하고 경제적으로도 감당할 수 있는 항공 탈탄소 정책을 지속적으로 추진하여 항공미래가 10년 후, 나아가 100년 후에도 깨끗하고 안전한 산업으로 나아가도록 할 것입니다.

ICAO 회원국 대표단 여러분!

국제항공 네트워크의 핵심은 ‘연결’입니다.

하늘길을 이어주는 것, 누군가에게 그 길을 열어주는 것은 ‘신뢰’이며, 함께 더불어 살아감을 ‘약속’하는 것입니다.

대한민국 정부는 이러한 ‘신뢰’와 ‘약속’을 바탕으로, ICAO의 이사국으로서 다시 한번 국제 민간항공의 발전에 기여하기를 희망하고 있습니다.

회원국 여러분의 적극적인 지지와 협조를 부탁드립니다.

의장님과 사무총장님을 비롯한 ICAO 관계자 여러분의 노고에 거듭 감사의 말씀을 드리며, 제41차 총회가 성공적으로 마무리되기를 기원합니다.
