국가유산청 국립문화유산연구원(원장 임종덕, 이하 '연구원')은 지난 10월 27일(현지시간) 우즈베키스탄 타슈켄트 미술박물관에서 개최된 개막식을 시작으로 11월 14일까지 3주간 유네스코 산하 국제기구인 국제문화유산보존복원연구센터(ICCROM, 이하 '이크롬')와 함께 문화유산 보존 관계자 역량 강화 교육 프로그램인 「콜아시아(CollAsia)」를 운영한다.

국립문화유산연구원은 2013년부터 국가유산청의 신탁기금* 지원을 받아 운영되고 있는 「콜아시아」 프로그램에 2014년부터 연구원 소속의 문화유산 보존 전문가들을 강사진으로 파견하고 있으며, 2023년부터는 이크롬과 업무약정(MOU)을 체결해 공동으로 사업을 운영하고 있다.
* 국가유산청-이크롬이 신탁기금 업무협약(2013~2027, 5년마다 갱신)을 체결하여 조성된 기금으로, 「콜아시아」와 세계유산 관리자포럼(PNC:People Nature Culture)을 운영하고 있음.

이번 「콜아시아」에서는 '컬렉션의 관찰, 기록 및 진단'을 주제로, 우즈베키스탄과 카자흐스탄 등 아시아·태평양 지역의 신진 문화유산 보존 전문가 30여 명이 참가해 강의·실습·토론·현장 답사 등 다채로운 프로그램이 진행된다. 연구원과 한국전통문화대학교 소속 전문 강사 2명이 '시·공간의 경계를 넘는 보존·활용을 위한 한국 국립박물관의 소장품 관리'(미술 분야)와 '유적과 유물의 보존환경 모니터링 방법'(보존과학 분야) 등을 주제로 한국의 우수한 사례를 강의하며, 여러 나라의 문화유산 전문가들이 강사진으로 참여하여 유물 보존 원리와 사진 촬영, 유물 3차원(3D) 스캔 등 기술 교육도 함께 진행된다.

참고로, 우즈베키스탄은 국가유산청이 2022년부터 사마르칸트에 '국가유산 종합관리센터'를 구축하고, 유적 발굴조사와 정비, 디지털 기록유산 구축, 관광 자원화 지원 등 다양한 협력 사업을 함께 추진하고 있는 협력국으로, 양국은 이번 「콜아시아」를 통해 양성된 인재들과 지속적인 문화유산 협력체계를 만들어 나갈 예정이다.

개막식에 참석한 임종덕 국립문화유산연구원장은 "앞으로도 미래의 문화유산 보존관리 신진 전문가들에게 한국의 K-헤리티지 보존기술을 널리 전수해 역량 강화에 기여할 수 있도록 선한 영향력을 확대해 나가겠다."라고 밝혔다.

앞으로도 국가유산청 국립문화유산연구원은 이크롬과 지속적으로 협력해 나가는 적극행정을 통해, 아시아·태평양 지역 헤리티지 전문가 간의 협력망을 강화하고, 우리나라의 우수한 'K-헤리티지 보존기술'을 널리 보급해 문화유산 보존 분야의 인재 양성과 환경 조성에 앞장설 것이다.

On October 27 at 1:00 PM KST (Korea Standard Time), the National Research Institute of Cultural Heritage (Director General Lim Jong-Deock; hereafter, NRICH), under the Korea Heritage Service (hereafter, KHS), launched "CollAsia", a capacity-building training program for cultural heritage preservation professionals, in collaboration with the International Centre for the Study of the Preservation and Restoration of Cultural Property (hereafter, ICCROM), a UNESCO-affiliated international organization.
*CollAsia: Abbreviation of "Conservation and Use of Southeast Asian Collections."

The CollAsia Programme has been supported by a trust fund of the KHS since 2013, and the NRICH has been dispatching our experts in cultural heritage conservation since 2014. Since 2023, NRICH and ICCROM have signed a Memorandum of Understanding (MOU) and have jointly managed related projects.
*The fund was established under a trust fund agreement between KHS and ICCROM (2013–2027, renewed every five years) and supports the implementation of the CollAsia Programme as well as the World Heritage Managers' Forum (PNC: People, Nature, Culture).

The CollAsia Programme is being held at the Museum of Arts of Uzbekistan for three weeks, from October 27 to November 14, under the theme of "Observation, Documentation, and Diagnosis of Collections." Around 30 emerging cultural heritage conservation experts from the Asia-Pacific region, including Uzbekistan and Kazakhstan, are participating in a variety of programs, such as lectures, hands-on workshops, discussions, and field visits. Two experts from NRICH and from Korea National University of Heritage (KNUH) respectively, are participating throughout the program. They will give lectures highlighting Korea's best practices: "Preserving Heritage, Sharing Globally: Collection Stewardship at the National Museums of Korea" (Art) and "Monitoring the Conservation Environment for the Preservation and Management of Cultural Heritage" (Conservation Science). In addition, cultural heritage experts from various countries are joining as lecturers to provide training on artifact conservation principles, as well as technical sessions such as photography and 3D scanning of artifacts.

Uzbekistan, the host country of the 2025 CollAsia Programme, has been a key partner of the KHS since 2022, with the establishment of the National Heritage Integrated Management Center in Samarkand. Through this partnership, both countries have been implementing various collaborative projects, including archaeological excavations and site management, building digital heritage archives, and supporting the development of cultural tourism. Uzbekistan will continue to build a sustainable framework for cultural heritage cooperation, leveraging the professionals trained through the programme.

At the opening ceremony, Director General Lim Jong-Deock stated, "Through ongoing cooperation aimed at the preservation of World Heritage sites, we will continue to widely share the excellence of K-Heritage conservation technologies with emerging cultural heritage professionals and further strengthen their capabilities, enhancing our positive impact in the field."

Moving forward, NRICH will continue to cooperate with ICCROM to strengthen collaboration and networks among heritage professionals in the Asia-Pacific region, widely promote Korea's outstanding K-Conservation technologies to cultivate skilled professionals, and work toward establishing sustainable conservation environments for World Heritage sites.
