- 162개국, 3,140명 참석해 역대 최대 규모 기록... 국경을 넘어선 유산 보전과 협력 논의

​국가유산청(청장 허민)은 유네스코와 공동으로 개최한 '제48차 유네스코 세계유산위원회(이하 '위원회')'가 7월 28일 저녁 부산 벡스코에서 폐회식을 개최했다고 밝혔다. 지난 19일 개회식 이후 20일부터 회의를 시작한 이번 위원회는 28일 차기 개최지로 튀르키예를 선정하고, 29일 최종 결정문을 채택하며 11일간의 대장정을 마치고 공식 일정을 마무리했다.

지난 19일 열린 세계유산위원회 개회식에는 이재명 대통령, 유네스코 사무총장 칼레드 알-아나니(Khaled Al-Anany) 등 1천여 명이 참석하였다. 이재명 대통령은 축사를 통해 갈등과 분열의 시대에 문화를 매개로 한 국제협력의 중요성과 올해 탄생 150주년이 되는 백범 김구 선생의 '문화의 힘'으로 협력을 선도할 것임을 강조하였다.

1988년 대한민국이 세계유산협약에 가입한 이래 최초로 개최한 이번 제48차 위원회는 역대 최고·최다 기록을 경신했다. 총 162개국에서 3,140명이 등록하여 역대 최대 참가자 수를 기록했으며, 장관급 인사만 25명이 참석했다. 특히 아잘리 아수마니(Azali Assoumani) 코모로 대통령이 코모로 최초의 세계유산 등재('코모로 고대 술탄국의 메디나')를 축하하기 위해 방한했는데, 세계유산위원회 역사상 국가의 정상이 직접 위원회에 참석한 것은 이번이 처음이다. 취재 열기 또한 뜨거워 총 367명의 국내외 미디어 참가자들이 등록해 취재에 나섰다.

위원회 기간에 축구장 2배 규모로 조성된 '대한민국관'에는 총 35개 기관이 참여해 45개의 체험 부스를 운영했으며, 10일간 137,422명의 관람객이 방문해 K-헤리티지의 가치를 체험했다. 현장에 마련된 팝업스토어는 2.8억 원의 매출을 올렸으며, 3일간 한정 판매된 기념주화 역시 382장이 판매되었다. 벡스코 오디토리움에서 펼쳐진 '산화비', '굿보러가자' 등 3회의 특별공연은 전석 매진을 기록했다.

참가자들을 위한 다채로운 프로그램도 돋보였다. 세계유산의 아름다움을 체험하는 '부산유산 필드트립' 등 총 31건의 관광(투어) 프로그램과 백범 김구의 문화강국 비전, 초국경 협력을 통한 황해 갯벌 보전 등을 다룬 부대행사(Side Events) 61건이 차질 없이 진행되었다.

본회의에 앞서 열린 2건의 사전포럼도 결실을 맺었다. 29개국 31명이 참여한 '청년전문가 포럼'은 7월 13일 시작해 지역사회와 사람 중심의 세계유산 보존·관리 방안 및 교육·연구 등 각 분야에서 청년의 실질적 참여와 역량 강화 내용을 담은 선언문을 20일 위원회 본회의에서 채택·발표하고 21일 일정을 마쳤다. 이어 45개국 74명의 현장 실무자들이 참여한 '현장관리자 포럼'도 7월 16일 시작해 지역사회 중심의 포용적 유산 관리와 지속가능한 보전을 향한 의지를 담은 선언문을 21일 위원회 본회의에서 채택·발표하며 23일 일정을 마무리했다.

또한 이번 위원회는 식약처, 질병청, 부산광역시, 해운대구를 비롯해 경찰, 소방, 군 등 안전 유관기관과의 긴밀한 협력체계를 바탕으로 모든 일정이 안전하고 성공적으로 마무리되었다. 허민 국가유산청장은 "위원회가 끝까지 안전하고 차질 없이 추진될 수 있도록 현장에서 아낌없이 지원해 준 모든 협력기관에 깊이 감사드린다"라고 전했다.

국가유산청은 이번 제48차 세계유산위원회 의장국으로서 구축한 국제적 위상과 경험을 바탕으로, 향후 세계유산 분야의 리더십을 더욱 공고히 해나갈 방침이다. 특히 이번 위원회에서 대한민국의 주도로 작성 및 채택된 '세계유산에 관한 부산 선언'이 구체적이고 실질적인 성과를 창출할 수 있도록, 관계 기관과 긴밀히 협력하여 '(가칭)부산 세계유산 포럼' 개최 등 후속 사업을 차질 없이 적극 추진할 계획이다.
* 세계유산에 관한 부산 선언(Busan Declaration on World Heritage, 약칭 부산 선언): 무력분쟁, 기후변화, 개발상의 압력 등 세계유산을 둘러싼 복합 도전에 함께 대응하기 위한 협력의 중요성을 강조하고, 세계유산을 둘러싼 '포용적 해석', '공동 책임', '역량 강화', '문화유산과 자연유산 간 통합적 접근의 필요성', '디지털 윤리' 등의 의제를 포함함. 특히 세계유산협약의 기존 다섯 가지 전략목표(5Cs)에 새롭게 '협력(Collaboration)'을 추가할 것을 제안함.

The Korea Heritage Service (KHS, Administrator Huh Min) has announced that the 48th session of the UNESCO World Heritage Committee (hereinafter referred to as the "Committee"), co-hosted with UNESCO, held its closing ceremony at BEXCO in Busan on July 28. Having opened on July 20, the Committee has wrapped up its official schedule after selecting Türkiye as the host country for the next session on July 28 and adopting the final decisions on July 29, concluding a 11-day journey.

At the opening ceremony of the World Heritage Committee on July 19, President Lee Jae Myung and UNESCO Director-General Khaled Al-Anany, among around 1,000 attendees were present. In his congratulatory remarks, the president emphasized the importance of international cooperation mediated by culture in an era of conflict and division. He highlighted that the Republic of Korea would lead international collaboration through the "Power of Culture," a vision articulated by Kim Koo (1876-1949), a renowned Korean independence leader whose 150th birth anniversary falls this year.

Marking the first time the Republic of Korea has hosted the Committee since ratifying the World Heritage Convention in 1988, this 48th session set all-time high records. A total of 3,140 participants from 162 countries registered, making it the largest gathering in the Committee's history, along with 25 ministerial-level officials. In particular, President Azali Assoumani of the Union of the Comoros visited the Republic of Korea to celebrate the inscription of the Comoros' first World Heritage site ("The Medinas of the Historic Sultanates of the Comoros"). This marks the first time in the history of the World Heritage Committee that a sitting head of state has attended a Committee session.

During the Committee session, the "K-Heritage House", set up inside BEXCO across an area twice the size of a soccer field, along with a variety of special performances, received an enthusiastic response. Designed as a festival for everyone to enjoy beyond a professional gathering, the K-Heritage House featured 35 participating organizations operating 45 interactive booths, drawing 137,422 visitors over the 10-day period. In particular, the K-Heritage pop-up store generated 280 million KRW in sales, while the limited-edition commemorative coins—sold for only three days—gained immense popularity, with 382 coins sold on-site. Furthermore, three special performances held at the BEXCO Auditorium, including Hexagram 22 and Good to Go in Busan, were completely sold out, proving the passionate interest of both domestic and international attendees as well as local citizens.

Programs for participants were also actively carried out. A total of 31 tour programs were operated, including the "Busan Heritage Field Trip". Additionally, 61 enriching side events took place, including topics such as "World Heritage Governance and Cultural Power: Policy Directions in the Vision of Kim Koo" and "Flyway Flying Beyond Borders: Conserving the Yellow Sea Tidal Flats through Transboundary Cooperation on the East Asian–Australasian Flyway".

Two forums held prior to the plenary session were also successfully conducted. The "Young Professionals Forum" attended by 31 professionals from 29 countries, held to strengthen youth capacity in the world heritage field from July 13, adopted and presented a declaration during the plenary session on July 20—focusing on expanding practical youth participation in world heritage governance and education as well as strengthening future generations' capabilities—held its completion ceremony, and wrapped up its official schedule on July 21. Following this, the "Site Managers' Forum" attended by 74 site managers from 45 countries, which brought together world heritage field practitioners from July 16, adopted and presented a declaration during the plenary session on July 21 emphasizing the importance of inclusive world heritage management and sustainable conservation based on the participation of local communities and various stakeholders, celebrated its completion on July 22, and successfully concluded all schedules on July 23.

The Committee successfully and safely concluded all schedules based on a close cooperative framework with safety-related organizations, including Ministry of Food and Drug Safety, Korea Disease Control and Prevention Agency, Busan Metropolitan City, Haeundae-gu, the police, fire authorities, and the military.. Administrator Huh Min, stated, "I deeply thank all cooperating agencies for their generous on-site support to ensure that the committee was carried out safely and without a hitch until the very end."

Building on the international stature and experience gained as the Host Country of the 48th session of the World Heritage Committee, the KHS plans to further consolidate its leadership in the field of World Heritage. In particular, to ensure that the "Busan Delcaration on World Heritage," drafted and adopted under Republic of Korea's leadership, yields concrete and practical outcomes, the KHS will collaborate closely with relevant organizations to actively drive forward follow-up projects, including hosting the tentatively named "Busan World Heritage Forum."
