  국가유산청(청장 허민)은 광복절을 앞두고 13일 오전 10시 30분 덕수궁 중명전(서울 중구)에서 국외소재문화유산재단(이사장 박정혜, 이하 '국외재단')과 함께 일본에서 환수한 <안중근의사 유묵 – 만국공법불여대포(萬國公法不如大砲)>(이하 '만국공법불여대포')를 언론에 최초로 공개한다.

<만국공법불여대포>는 '만국공법(萬國公法), 즉 국제법이 대포(大砲)만 못하다'는 뜻을 담고 있다. 이 유묵은 1910년 2월 중국 뤼순감옥에서 사형 선고를 받은 안중근 의사가 느낀 국제법의 무력함에 대한 깊은 회의를 고스란히 담고 있다.
※ '만국공법불여대포'는 19세기 일본 사상가 후쿠자와 유키치(福澤諭吉, 1835~1901)의 말에서 유래된 표현으로, 제국주의 열강이 국제법을 내세우면서도 실제로는 힘의 논리에 따라 국제 질서가 운영되던 당시 현실을 비판한 표현

안중근 의사가 뤼순감옥에서 집필한 『동양평화론』을 통해서도 알 수 있듯이, 안 의사는 만국공법에 따른 동양의 평화와 질서 유지를 주장했다. 1909년 10월 26일 중국 하얼빈역에서 이토 히로부미를 저격한 이후에도, 그는 대한의군(大韓義軍) 참모중장의 자격으로 정당한 전쟁 행위를 수행한 것이라 주장하며 만국공법에 따른 재판을 요구했다. 그러나 일본은 이를 받아들이지 않고 안중근 의사를 단순 살인죄로 기소해 사형을 구형했다. '만국공법불여대포' 여덟 글자에는 이러한 현실에 대한 인식이 그대로 반영돼 있다.

이 작품의 왼쪽 하단에는 안중근 의사 유묵의 상징인 손도장(장인(掌印))이 선명하게 남아 있으며, 그 위에는 '경술삼월 어려순옥중 대한국인 안중근 서(庚戌三月 於旅順獄中 大韓國人 安重根 書)'라는 문구가 기재돼 있어 안중근 의사의 순국일인 1910년 3월 26일을 불과 며칠 앞두고 남긴 유묵임을 알 수 있다.
* 경술삼월 어려순옥중 대한국인 안중근 서(庚戌三月 於旅順獄中 大韓國人 安重根 書): 경술년(1910년) 3월에 뤼순감옥에서 대한국인 안중근이 쓰다.

<만국공법불여대포>에서 보여지는 안 의사의 서체는 행서를 기본으로 하면서 해서와 초서를 혼용한 형태이다. 일필휘지(一筆揮之)로 써 내려간 여덟 글자는 안 의사 특유의 힘 있는 필세가 돋보인다.
* 행서(行書): 해서와 초서의 중간 형태로, 해서의 획을 약간 흘려 쓰는 한자 글씨체
* 해서(楷書): 글씨를 흘려 쓰지 아니하고 정자로 바르게 쓰는 한자 글씨체
* 초서(草書): 필획을 가장 흘려 쓴 서체로, 획의 생략과 연결이 심한 글씨체
* 일필휘지(一筆揮之): 글씨를 단숨에 쭉 써 내림

특히 본문의 '萬(만)'자를 초서로 표기한 점은, 대한민국역사박물관 소장 <황금백만냥불여일교자(黃金百萬兩不如一敎子)>에서도 동일하게 확인되는 특징으로, 안중근 의사만의 독자적인 글씨 쓰는 방식으로 해석된다. 또한 기존에 보물로 지정된 안 의사의 다른 작품들과 비교해 볼 때 필획의 처리방식, 자형 구성, 운필의 속도감 등 서풍 전반에서 높은 유사성을 보이고 있고, 손도장도 일치하여 전문가들로부터 진본으로 평가받았다.

또한 뒷면의 묵서를 통해 최초 소장자와 전승 경로가 구체적으로 확인된다는 점에서도 가치가 크다. 묵서에는 ▲ 1910년 안중근 의사의 하얼빈 의거와 사형 집행에 이르기까지의 경과, ▲ 최초 소장자, ▲ 본 유묵을 표구 및 보존한 이유, ▲ 유묵을 표구한 소장자에 대한 기록이 있다. 이를 통해 당시 뤼순감옥의 형무소장 구리하라 사다키치(栗原貞吉, ?~1941)가 소장했던 것을, 후에 스스로를 '평문광생 뇌협일인(平門狂生 雷峽逸人)'이라고 밝힌 인물이 전해 받았으며, 그가 유묵을 보존하기 위해 표구하고 보관했음을 알 수 있다. 특히 구리하라는 여러 일화를 통해 안중근 의사의 수감 기간 중 인간적인 배려를 보였던 인물로 알려져 있어, 유묵의 전승 맥락과 역사적 의미를 더욱 분명하게 한다.
* 묵서(墨書): 먹물로 쓴 글씨
* 평문광생 뇌협일인(平門狂生 雷峽逸人, 생몰년 미상): 유묵 뒷면의 묵서를 작성한 자가 본인을 밝힌 표현으로 구리하라 사다키치(栗原貞吉)에게서 이 유묵을 전달받은 인물로 추정되며, '평씨집안의 후손이며 속세의 이익이나 권력에 얽매이지 않는 사람'이라는 의미
* 표구(表具): 그림이나 글씨 뒷면에 비단이나 종이를 발라 꾸미는 일

이번에 환수된 유묵은 지난해 5월 국외재단이 현지 협력망을 통해 정보를 입수하면서 그 존재가 처음 확인됐다. 이후 국가유산청의 행정적 지원과 국외재단의 면밀한 조사와 협상을 거쳐 같은 해 11월 국내 반입에 성공했다.

언론공개회에서는 안중근 의사의 유묵 특징에 대한 이해를 돕기 위해 2022년 보물로 지정된 <안중근의사 유묵 – 일통청화공(日通淸話公)>(이인정 소장, 한국학중앙연구원 장서각 기탁)을 함께 선보인다. 이 유묵은 1910년 3월 안중근 의사가 뤼순감옥의 간수과장인 기요타(淸田)에게 써 준 것으로, '날마다 고상하고 청아한 말을 소통하던 분'이라는 뜻을 담고 있어 동양평화론에 입각한 안중근 의사의 인애(仁愛) 정신과 철학을 보여준다.
* <일통청화공(日通淸話公)>: 1910년 제작 / 비단 / 세로 41.0cm × 가로 74.3cm

환수 유물인 <만국공법불여대포>와 보물 <일통청화공>은 시기적으로는 안중근 의사가 순국한 3월에 쓰였으며, 내용적으로는 동양의 평화를 염원했던 안중근 의사의 사상을 담고 있고, 기록을 통해 전승경로가 확인되는 유물이라는 점, 서예사적으로는 두 유물에 모두 사용된 글자인 '公(공)'자를 통해 안중근 의사의 서체적 특징을 확인할 수 있는 등 비교연구가 가능하다는 측면에서 남다른 의미를 가진다.

허민 국가유산청장은 "광복절을 앞둔 뜻깊은 시점에 안중근 의사의 독립과 평화에 대한 열정을 생생하게 보여주는 소중한 문화유산을 국민께 공개하게 돼 의미가 크다."라며 "이번 공개를 통해 선열들의 광복을 위한 염원과 헌신을 되새기고 국민적 자긍심을 고취하는 계기가 되길 바란다."라고 밝혔다.

특히 이번 환수는 국외재단 설립 이후 현지 협력망 확대를 위해 노력한 결과로 박정혜 국외재단 이사장은 "앞으로도 국가유산청과 함께 국외에 있는 우리 문화유산을 체계적으로 발굴·환수해 그 가치를 국민과 함께 널리 공유해 나가겠다."라고 밝혔다.

이번 문화유산 환수는 복권기금의 지원으로 이루어졌으며, 국가유산청은 앞으로도 국외재단과의 협력체계를 유지하고 해외 현지협력망을 강화하여 국외 문화유산을 적극 발굴하고 환수해 나가는 적극행정을 이어갈 예정이다.



Ahead of National Liberation Day, the Korea Heritage Service (Administrator: Huh Min; hereafter the KHS) will unveil to the press the calligraphy "International Law Is No Match For Cannons" (萬國公法不如大砲, Manguk Gongbeop* Buryeo Daepo) by the patriot Ahn Jung-geun at 10:30 A.M. on August 13 at Jungmyeongjeon Hall in Deoksugung Palace (located in Jung-gu. Seoul). The work was recently return from Japan through a joint effort with the Overseas Korean Cultural Heritage Foundation (Secretary General: Park Jeong-hye; hereafter the OKCHF).

* "International Law Is No Match For Cannons" (萬國公法不如大砲, Manguk Gongbeop Buryeo Daepo): produced in 1910 / paper / (overall with mounting) H. 196.8 cm × W. 44.8, (without mounting) H. 135.4 cm × W. 32.3 cm
* Manguk Gongbeop (萬國公法): The title of the Chinese translation of Elements of International Law by Henry Wheaton. Translated and published in China, this book on international law was introduced to Korea during the late Joseon period. The term "Manguk Gongbeop" came to refer to modern international law.

Ahn Jung-geun's calligraphic work "International Law Is No Match For Cannons"* reflects his deep skepticism of the efficacy of international law, something he experienced first-hand upon being sentenced to death at a prison in Lushun, China in February 1910.

※ "International Law Is No Match For Cannons" is derived from an expression attributed to the late-nineteenth-century Japanese philosopher Fukuzawa Yukichi (福澤諭吉, 1835–1901). The expression was intended to criticize imperial powers for professing adherence to international law, yet acting according to the logic of force and shaping the international order to serve their own interests.

As seen in A Treatise on Peace in the East*, which he wrote in Lushun Prison, Ahn supported maintaining peace and order in East Asia in accordance with international law. After assassinating Itō Hirobumi on October 26, 1909 at Harbin Railway Station in China, Ahn argued that he had committed a justified act of war as a lieutenant general in the Korean Independence Righteous Army, and that he therefore deserved a trial under international law. However, the Japanese authorities rejected his demand, charging him simply with murder and promptly sentencing him to death. Ahn's perception of this injustice is clearly reflected in his eight-character Chinese calligraphy "International Law Is Powerless before Cannons."

* A Treatise on Peace in the East: An unfinished book on the establishment of peace in East Asia that Ahn Jung-geun wrote while he was imprisoned in March 1910.

Ahn Jung-geun's handprint—a symbol of his calligraphy—is clearly visible in the lower-left section of this work. Above this handprint is an inscription stating, "The Korean Ahn Jung-geun wrote this in March of the Gyeongsul year (1910) in Lushun Prison" (庚戌三月 於旅順獄中 大韓國人 安重根 書). The inscription indicates that he created this calligraphy just days before his death as a patriotic martyr on March 26, 1910.

In this work, Ahn's calligraphy is rendered primarily in Haengseo* script, while also incorporating elements of Haeseo* and Choseo* scripts. The eight Chinese characters written in a single, dignified brushstroke, as if executed in one breath, are considered to exemplify Ahn's distinctive, powerful brushwork.

* Haengseo (行書): A style of Chinese calligraphic script that lies between Haeseo (楷書, regular script) and Choseo (草書, cursive script), in which the brushstrokes of haeseo are written with a slight flowing movement.
* Haeseo (楷書): A style of Chinese calligraphic script written in a regular and upright form with clearly defined brushstrokes and without cursive movement.
* Choseo (草書): A style of Chinese calligraphic script written in the most cursive manner, characterized by highly abbreviated brushstrokes and connected forms.

In particular, the character "萬" (man) in "International Law Is Powerless before Cannons" is written in Choseo script—a distinctive feature also found in Ahn's "A Million Ounces of Gold Cannot Compare to Teaching a Single Child" (黃金百萬兩不如一敎子) in the collection of the National Museum of Korean Contemporary History. Experts have confirmed the authenticity of Ahn's "International Law Is Powerless before Cannons" by comparing it with his other calligraphic works designated as Treasures of Korea, noting close similarities in style, including the application of brushstrokes, the composition of character forms, and brushwork speed, as well as a matching handprint.

This calligraphy by Ahn holds significant value since the ink inscription on its reverse details the original owner and the provenance of the work. The inscription records ▲ Ahn's patriotic act in Harbin, his imprisonment, and the execution of his death sentence. It also notes ▲ the original owner of the calligraphy, ▲ the reasons for mounting and preserving it, and ▲ its owner at the time of this mounting. It indicates that the calligraphy was originally owned by Kurihara Sadakichi (栗原貞吉, ?–1941) and was later passed on to an individual who referred to himself as "Pyeongmun-Gwangsaeng Noehyeop-Ilin" (平門狂生 雷峽逸人)*, who mounted and preserved the work. Kurihara is noted for showing humane concern toward Ahn during his imprisonment, as attested by multiple accounts of their interactions. The ink inscription on the reverse thus clarifies the calligraphy's provenance and enhances its historical significance.

* Pyeongmun-Gwangsaeng Noehyeop-Ilin (平門狂生 雷峽逸人, dates unknown): This is a self-designation by the individual who wrote the ink inscription on the reverse of the work. He is presumed to have been a subsequent owner of the work after Kurihara Sadakichi. The phrase means "a descendant of the Pyeong family and a person who is not bound by worldly interests or power."

The existence of the calligraphy was first confirmed in May 2025, when the OKCHF learned about it through a local network. With administrative support from the KHS and following investigations and negotiations by the OKCHF, the work was successfully returned in November of the same year.

At the press preview, Ahn's calligraphic work "A Person Who Communicates with Graceful Words Every Day" (日通淸話公, Iltongcheonghwagong), from the collection of Lee In-jeong and currently entrusted to Jangseogak Archives of the Academy of Korean Studies, will also be displayed. Designated a Treasure of Korea in 2022, the work is being presented to help the public better understand the distinctive characteristics of Ahn's calligraphy. Ahn created the calligraphy "A Person Who Communicates with Graceful Words Every Day" in March 1910 for a Japanese chief warden surnamed Kiyota (淸田) at Lushun Prison. The work reflects Ahn's spirit of benevolence and philosophy grounded in his treatise on peace in East Asia.

Both the returned artifact "International Law Is Powerless before Cannons" and the Treasure "A Person Who Communicates with Graceful Words Every Day" are significant for comparative research on Ahn's calligraphy. Created in March 1910, shortly before Ahn was executed for his patriotic activities, the two works reflect Ahn's thinking as someone who wished for peace in East Asia. Their provenance has been verified through historical records, and characteristics of Ahn's calligraphy can be identified in the Chinese character "公" (gong), which appears in both works.

Huh Min, the Administrator of the KHS, remarked, "Ahead of National Liberation Day, the unveiling of this invaluable cultural heritage—a vivid testimony to Ahn's commitment to Korean independence and peace—is deeply meaningful." He added, "I hope this unveiling will provide an opportunity to reflect on the aspirations and dedication of patriotic martyrs for national liberation and to inspire national pride."

The return of "International Law Is Powerless before Cannons" is an outcome of the efforts by the OKCHF to expand its local networks since its founding. Park Jeong-hye, the Secretary General of the OKCHF, stated, "Together with the KHS, the OKCHF will continue to systematically seek out and return Korean cultural heritage housed overseas and share its value with the public."

The return was undertaken with support from the National Lottery Fund. The KHS plans to continue its proactive administration by maintaining its cooperative framework with OKCHF, and strengthening its local overseas cooperation network to actively seek out and return Korean cultural heritage in other countries.
