호국보훈의 달을 맞아, 대한민국 해군과 각국 무관단이 서로 교류하고 화합하는 행사에 참석하게 되어 뜻깊게 생각합니다.
Distinguished guests, members of the Seoul Association of Military Attaches and ROK Navy members,
Good afternoon, I am Lee Hee-wan, the Vice-Minister of Patriots and Veterans Affairs of the Republic of Korea.
It is my great pleasure to be with you at an event where the ROK Navy and the Association gather together for the unity and harmony, especially in Memorial Month of June.
우선 오늘 행사를 준비해 주신 <강동길> 해군참모차장님과 <로드리고 페레즈(Rodrigo PEREZ)> 주한 무관단장님께 감사드립니다.
특히 대한민국 해군을 위해 정성스러운 마음을 모아 기부해주신 각국 무관님들과 제2연평해전 참전용사님들께 깊은 감사의 말씀을 드립니다.
First of all, I would like to thank Vice Admiral Kang Dong-gil, the Vice Chief of Naval Operation, ROK Navy and Captain Rodrigo PEREZ, the Head of the Association for organizing today’s occasion.
My special thanks also go to military attaches in Korea and the veterans of the 2nd Battle of Yeonpyeong for donating a scholarship with heartfelt generosity.
지난 세기 대한민국이 6·25전쟁으로 절체절명의 상황에 놓였을 때, 22개국은 병력과 의료진을 보내주었고, 38개국은 물자를 지원해 주었습니다.
광복 직후부터 1970년대까지 44억 달러에 달하는 경제원조를 받았고, 이는 대한민국이 일군 한강의 기적의 발판이 되었습니다.
이처럼 도움을 받던 나라가 이제는 도움을 주는 나라가 된 만큼, 유엔참전국에 대한 보훈외교를 비롯하여, 더욱 많은 나라들과의 외교관계를 통해 국제사회에 공헌하고 국격을 높이고 있습니다.
In the past century, when Korea was under a devastating crisis, the Korean War, 22 countries sent their armed forces and medical professionals, and 38 countries provided material supplies.
From the moment of National Liberation until the 1970s, Korea received the financial aid worth $4.4 billion, which has been a very foundation of the remarkable growth of Korea, the so-called ‘Miracle on Han River.’
Such aid recipient now has become a donor country, contributing to the international community and enhancing the national status through diplomatic relations with many countries, let alone through veterans diplomacy with UN Sending States.
이러한 상황에서 각국 대사관에 복무하시면서, 보훈업무를 비롯하여 대한민국과의 우호 증진을 위해 애써 주시는 무관님들의 역할은 대단히 중요합니다.
무관 여러분의 노고에 깊이 감사드립니다.
In that sense, I want to highlight the significance of your role as military attaches in Korea who devote yourselves to enhancing friendship between Korea and your country in the various fields including veterans affairs.
Once again, I want to say thank you for your hard work.
자리를 함께하신 대한민국 해군과 각국 무관 여러분!
저도 지난 28년간 군인으로 복무했고 2002년에는 제2연평해전에 참전하여 북한의 침략으로부터 대한민국의 바다를 지켜냈습니다.
그 과정에서 여섯 명의 전우가 전사했고, 19명이 큰 부상을 입었습니다.
제2연평해전의 승리는 군인의 길을 택한 제 인생에서 가장 명예로운 일이었습니다.
저의 오른쪽 잃어버린 다리를 되찾는다고 해도, 대한민국의 바다를 지켜낸 그날의 명예와는 바꾸지 않을 것입니다.
Distinguished guests,
As you may know, I also served in the ROK Navy for the past 28 years, and fought against North Korea at the 2nd Battle of Yeonpyeong in 2002 to defend our seas.
That battle left six of my comrades dead and nineteen severely injured.
But the victory in the Battle is the most honorable achievement I have made in my life as a serviceman. Even if I were to regain the right leg I lost back then, I would never compromise the honor I earned while defending our seas.
그렇기에 저는 군인으로서 군복을 입는다는 것이 어떤 의미인지를 잘 알고 있습니다.
지금 여러분이 입고 있는 군복에는 단순한 직업을 넘어 국가의 안전과 국민의 생명을 위해 헌신하고 때로는 자신을 기꺼이 희생하겠다는 의지와 각오가 담겨있습니다.
이러한 군복의 의미를 감안하면 군인에 대한 존경과 감사는 너무도 당연한 일이며, 이는 단순한 캠페인이나 정책 정도가 아니라, 우리 모두가 함께 만들어 나가야 할 문화라고 생각합니다.
I am well aware of the meaning of being a service member in uniform.
The uniform you are wearing now reflects your strong commitment to serve our nation’s security and our people’s safety, and to sacrifice yourselves if necessary.
Keeping that in mind, we have to show our respect and gratitude to men and women in uniform, and I believe this should be accompanied with a culture that everyone cultivates together. It cannot be achieved by just a certain government policy or campaign.
이에 올해부터는 기존의 국가유공자와 함께 여러분과 같은 제복근무자를 존중하고 예우하기 위한 캠페인과 문화행사를 대폭 강화하여 추진하고 있고, 앞으로도 대폭 확대할 예정입니다.
대한민국이 신성한 국방의 의무를 수행하는 군인을 존중하고, 필요한 지원을 해드리는 것은 너무도 당연한 책무입니다.
To this end, starting this year, our government has expanded our previous campaigns and cultural events in honor of patriots and veterans to include men and women in uniform like you.
It is a natural duty for the Republic of Korea to honor those who carry out the sacred duty of national defense and to provide them with necessary support.
끝으로 해군바다사랑장학재단에 뜻깊은 기부를 해주신 각국 무관단과 제2연평해전 참전장병 여러분께 다시 한번 감사드리며, 오늘 이 행사가 대한민국 해군과 각국의 무관님들이 서로 화합하는 소중한 시간이 되기를 바랍니다.

Before I conclude, I thank the Seoul Association of Military Attaches and the veterans of the 2nd Battle of Yeonpyeong for donating scholarships to the Navy Love Scholarship Foundation, and I sincerely hope we could have memorable time today with harmony and unity between the ROK Navy and military attaches in Korea.
