I sincerely congratulate you on the hosting of the “1st North Korean Defectors Day” ceremony in Washington, D.C.
제1회 북한이탈주민의 날 워싱턴DC 기념식 개최를 진심으로 축하드립니다.

To the North Korean defectors present here, today is your day, a day where courage and dedication towards freedom and human rights have triumphed.
이 자리에 함께해주신 북한이탈주민 여러분, 오늘은 여러분의 날이자 자유와 인권을 향한 용기와 헌신이 승리한 날입니다.

I deeply thanks Ms. Kim Yu-sook, President of Alliance for Korea United, and the officials who prepared this meaningful event.
오늘 뜻깊은 자리를 마련해주신 미주통일연대 김유숙 대표님과 관계자 여러분께 깊은 감사의 말씀을 드립니다.

I also thank the honored guests, including Special Envoy for North Korean Human Rights Julie Turner, Mrs. Suzanne Scholte, Dr. Lee Sung-yoon, and North Korean defector Mr. Ri Jongho, for attending despite their busy schedules.
바쁘신 와중에도 참석해 주신 줄리 터너 북한인권특사님, 수잔 숄티 여사님, 이성윤 박사님, 북한이탈주민 리정호 선생님을 비롯한 참석 귀빈들께도 감사의 말씀을 드립니다.

This year, the ROK government has designated a national commemorative day to honor North Korean defectors for the first time. July 14, the “1st North Korean Defectors Day,” is the day the “North Korean Refugees Protection and Settlement Support Act” was enacted in ROK.
올 해 들어 대한민국 정부는 북한이탈주민을 기리는 국가기념일을 처음으로 지정하였습니다.

제1회 북한이탈주민의 날 인 7월 14일은 대한민국에서 북한이탈주민의 보호 및 정착지원에 관한 법률 이 시행된 날입니다.

Since the enactment of the law in 1997, for nearly 30 years, many North Korean defectors have successfully settled in various field and have made diverse contributions to ROK society.
1997년 법 시행 이후 30년 가까이 이르는 동안 많은 북한이탈주민들이 여러 분야에서 성공적으로 정착했고, 대한민국 사회에 다양한 기여를 하고 있습니다.

A North Korean street child has become a member of the National Assembly, and a boy from a mining village has become a lawyer.
북한의 꽃제비가 국회의원이 되었고, 탄광촌 소년이 법률가가 되었습니다.

North Korean defectors who sought freedom are helping Korean War veterans who defended freedom.
자유를 찾아 온 북한이탈주민들이 자유를 지켜낸 6.25 참전용사들을 돕고 있습니다.

North Korean defectors are fulfilling their roles as democratic citizens not only in ROK but also in the US, the UK, and other parts of the world.
북한이탈주민은 대한민국뿐만 아니라 미국, 영국 등 세계 곳곳에서 민주시민으로서 각자의 역할을 다하고 있습니다.

These successful settlements and many roles of North Korean defectors are not the result of South Korea’s efforts alone. It would not have been possible without the unwavering interest and support of the international community, including the US.
이러한 북한이탈주민의 성공적 정착과 많은 역할은 대한민국의 노력으로만 이루어낸 결과는 아닙니다.

미국을 비롯한 국제사회의 변함없는 관심과 지원이 없었다면 불가능했을 것입니다.

The US government and citizens who support freedom and human rights enacted the North Korean Human Rights Act in 2004 to enhance the human rights and protect North Korean defectors. They accepted more than 200 North Korean defectors as refugees, helping them to dream and grow in their new lives.
자유와 인권을 지지하는 미국 정부와 시민들께서 북한 주민의 인권 신장과 북한이탈주민 보호를 위해 2004년에 북한인권법을 제정하였고, 200여명의 북한이탈주민들을 난민으로 받아들이고 새로운 삶을 꿈꾸고 성장할 수 있도록 도와주셨습니다.

I would also like to take this opportunity to thank American citizens and Korean communities who are working hard for the stable settlement of North Korean defectors.
북한이탈주민의 안정적 정착을 위해 힘쓰고 계신 미국 시민과 교민사회 여러분들께도 이 자리를 통해 감사의 인사를 전합니다.

The ROK-US alliance is a special alliance that aspires to the values of freedom, democracy, and human rights.
한미동맹은 자유, 민주, 인권의 가치를 지향하는 특별한 동맹입니다.

You, North Korean defectors, are symbols of the efforts to protect freedom and human rights, and you are the warp and weft that weave the strong, unbreakable alliance.
북한이탈주민 여러분들은 자유와 인권을 지키기 위한 노력의 상징으로서, 빛 샐 틈 없는 튼튼한 동맹을 엮는 씨줄과 날줄이 되어 주고 계십니다.

As the “unification that came early,” you are the apostles of unification and the missionaries of freedom and human rights, cheered on by the international community. Please remember this pride.
여러분은 ‘먼저 온 통일’로서 통일 전도사이자 국제사회가 응원하는 자유와 인권의 전도사라는 자긍심을 잊지 마시길 바랍니다.

I hope that today will not simply be an event of one day, but an opportunity for ROK and the rest of the world to send warm encouragement to North Korean defectors who are striving to pioneer new lives.
오늘이 단순히 하루의 행사로 그치지 않고, 대한민국을 비롯한 전 세계가 새로운 삶을 개척하기 위해 노력하고 있는 북한이탈주민에게 따뜻한 격려를 보내는 계기가 되기를 바랍니다.

I wish the North Korean defectors in the US the best of luck and once again congratulate you on North Korean Defectors Day. Thank you.
