존경하는 알시시 대통령님, 좋은 말씀 감사드립니다. 그리고 이집트 국민 여러분, 이렇게 방문을 환영해 주셔서 진심으로 감사드립니다. 대한민국과 이집트는 이제 완전히 새로운 협력 관계를 구축하게 될 것입니다.

한국-이집트 수교 30주년을 맞아 이집트를 공식 방문하게 돼서 매우 뜻깊게 생각합니다. 저의 방문을 이렇게 따뜻하게 맞아주신 알시시 대통령님 그리고 모든 관계자분들, 이집트 국민 여러분께 깊은 감사의 말씀을 드립니다.

한국과 이집트 양국은 지리적으로 멀리 떨어져 있음에도 그간 경제, 문화, 교육 등 다방면에서 상호 존중과 신뢰를 기반으로 긴밀하게 협력해 왔습니다.

오늘 저와 알시시 대통령님은 수교 30주년을 맞아 그간의 양국 관계를 되짚어 보고, 앞으로 평화‧번영 그리고 문화 융성을 위해 '공동협력 파트너십'을 강화하기로 의견을 모았습니다. 이러한 공동의 인식을 바탕으로 미래 세대의 발전을 위한 협력의 기반을 더 공고하게 하고, 함께 문화 강국으로서 외연을 넓히고, 한반도와 중동 평화를 위한 연대를 강화하기로 합의했습니다.

오늘 회담의 주요 결과에 대해서 말씀드리겠습니다.

첫째, 한국과 이집트는 '평화 촉진자'로서 한반도와 중동을 포함한 국제평화에 함께 기여하기로 하였습니다.

우리는 최근 한반도 및 중동의 상황에 대해 심도 있는 논의를 하였습니다. 알시시 대통령께서 한반도 평화 공존과 공동 성장의 새 시대를 열겠다는 우리 정부의 노력을 높이 평가하며, 이를 전적으로 지지한다고 말씀해 주셨습니다.

저는 이집트가 가자지구 휴전과 재건, 나아가 중동 평화를 위해 노력하고 있음을 높이 평가하고, 우리 정부도 가자 난민이 겪는 인도적 위기 해결을 위해 이집트와 계속 협력해 나가겠다고 말씀드렸습니다. 우리는 한반도와 중동지역 평화를 위한 서로의 역할을 지지하며, 동시에 국제평화를 위해 계속 연대하기로 하였습니다.

둘째, 양국 간 경제‧사회 분야 협력을 확대할 기반을 마련하였습니다.

이집트는 북아프리카 최대 제조업 기반국이자 아프리카·중동·유럽을 잇는 핵심 허브입니다. 대한민국은 성공적인 발전의 경험과 다수의 글로벌 기업을 보유하고 있습니다. 이런 점에서 우리 양국은 양국 간 경제 협력이 갖고 있는 잠재력이 매우 크다는 점에 인식을 같이 하였습니다.

이러한 공통 인식을 바탕으로 경제 협력 확대를 위한 제도적 기반을 마련하기 위해 「한-이집트 포괄적경제동반자협정(CEPA)」을 추진하기로 하였습니다. 세파(CEPA)는 광범위한 경제 협력을 뒷받침할 중요한 제도적 기반이 될 것입니다. 앞으로 양국 간 세파(CEPA) 협상이 조속히 개시될 수 있기를 기대합니다.

또한, 양국은 경제자유구역에 대해서도 교류와 협력을 추진해 나가기로 합의하였습니다.

아울러, 우리는 「한-이집트 사회보장협정」이 타결된 것을 환영하였으며, 양국 국민이 실질적으로 체감할 수 있는 혜택을 늘려 나갈 수 있도록 조속히 협정을 체결하자는 점에 뜻을 모았습니다.

셋째, 교육 분야에서 상생 파트너십을 구축하기로 하였습니다.

우리는 사회의 지속적인 발전과 성장에 있어 교육의 중요성에 대해 깊이 공감하였습니다. 특히 알시시 대통령께서는 한국이 교육을 통해 번영을 이루어 낸 점에 대해 깊은 관심을 표명하였습니다. 이러한 공동의 인식이 있었기에 이번 방문을 계기 삼아 양국이 ｢교육 협력 MOU｣을 체결할 수 있었습니다. 과학 교육, 한국어 교육, 직업기술 교육 및 교육의 디지털 전환 등 여러 분야에서 양국은 앞으로 더욱 긴밀하게 협력하게 될 것입니다.
교육 분야에서 축적해 온 전문성과 경험을 함께 나누며, 양국의 교육 현장이 함께 발전해 나갈 수 있기를 기대합니다.

넷째, 문화 강국인 한국과 이집트 간 문화 협력의 지평을 더욱 확대해 나가기로 하였습니다.

이집트는 중동지역 문화 콘텐츠의 선도국인 동시에 K-드라마, K-팝, 한식, 한국어 등 K-콘텐츠의 인기가 매우 높은 국가입니다. 우리는 양국 관계 발전에 있어 양국 국민 간의 문화적 교류가 중요한 역할을 한다는 점에 공감하였습니다. 이를 위해 양국은 「문화 협력 MOU」를 체결하여 시청각예술, 공연예술, 출판, 박물관 및 도서관 등의 분야에서 교류와 협력을 추진해 나가기로 하였습니다. 이를 기반으로 양국 국민이 체감할 수 있는 문화 교류가 더욱 확대될 수 있을 것입니다.

아울러 더 많은 이집트 국민들이 K-콘텐츠를 접할 수 있게 되기를 바랍니다. 물론 대한민국 국민들도 이집트 문명에 대해서 접할 수 있는 기회를 많이 갖게 될 것입니다.

다섯째, 방산 분야에서 호혜적인 협력 방안에 대한 의견을 나눴습니다.

저는 K-방산이 전 세계로부터 우수한 성능을 인정받고 있다고 설명하고, K-9 자주포 공동 생산으로 대표되는 양국의 방산 협력이 앞으로 FA-50 고등훈련기 그리고 천검 대전차 미사일 등으로 확대되기를 바란다고 말했습니다.

알시시 대통령께서는 한국의 높은 방산 기술력에 대해 신뢰를 갖고 있으며, 공동 생산 등 호혜적 협력이 추진되기를 기대한다고 하셨습니다.

다시 한번 알시시 대통령님의 환대에 감사드립니다.
오늘 양국이 함께 논의한 방안들에 대해 양국 국민이 체감할 수 있도록 착실한 후속 조치를 이행해 가도록 하겠습니다.

덧붙여서 우리 대통령님과 제가 대화하는 과정에서 양국의 협력이 실천적으로 조속하게 실행될 수 있게 하기 위해서 대통령비서실장을 중심으로 한 직접 소통 라인을 만들고, 구체적인 협력 방안을 신속하게 현실적으로 만들어 나가기로 하였다는 말씀을 드립니다.

내년 우리 대통령께서 방문을 해 주신다면 10년 만에 대한민국을 다시 찾는 것인데, 10년간 대한민국이 어떻게 변화하였는지를 직접 눈으로 함께 확인하시고, 어떻게 한국과 이집트 간의 협력을 실질적이고 구체적으로 진행할 것인지를 조속하게 토론하게 되기를 기대합니다.

President El-Sisi, thank you for your thoughtful words. And to the people of Egypt, I extend my sincere appreciation for the warm welcome you have shown me. The Republic of Korea and Egypt are now poised to build an entirely new level of partnership.
As we mark the 30th anniversary of the establishment of diplomatic relations between our two countries, it is deeply meaningful for me to be making this official visit to Egypt. I would like to express my heartfelt gratitude to President El-Sisi and to all those who have worked to make this visit so warm and memorable.

Although our two nations are geographically distant, Korea and Egypt have long cooperated closely across the economy, culture, education, and many other fields, always grounded in mutual respect and trust.

Today, President El-Sisi and I took the opportunity of this 30th anniversary to reflect on the course of our relations, and we agreed to strengthen our Cooperative Partnership to advance peace, prosperity, and cultural flourishing. Based on this shared understanding, we agreed to reinforce the foundations of cooperation for future generations, broaden our reach as cultural leaders, and deepen our solidarity for peace on the Korean Peninsula and in the Middle East.

I will now outline the key outcomes of today's summit.

First, Korea and Egypt agreed to work together as "facilitators of peace"—contributing jointly to international peace, including on the Korean Peninsula and in the Middle East.

We held in-depth discussions on recent developments in both regions. President El-Sisi commended our government's efforts to usher in a new era of peaceful coexistence and shared growth on the Korean Peninsula, expressing his full support.

I, in turn, highly valued Egypt's efforts to achieve a ceasefire and reconstruction in Gaza and to advance peace across the Middle East. I reaffirmed Korea's commitment to continuing close cooperation with Egypt to address the humanitarian crisis faced by Palestinian refugees.

Korea and Egypt agreed to support each other's roles in promoting peace in both regions, and to continue standing shoulder to shoulder in contributing to global peace.

Second, we laid the foundation to expand cooperation in the economic and social spheres.

Egypt is the largest manufacturing base in North Africa and a key hub connecting Africa, the Middle East, and Europe. Korea, with its successful development experience and globally competitive industries, sees vast potential for cooperation between our two economies.

We therefore agreed to pursue a Korea-Egypt Comprehensive Economic Partnership Agreement (CEPA) as the institutional basis for expanding economic cooperation. CEPA will serve as an essential framework supporting deeper collaboration across a wide range of sectors, and I look forward to the swift launch of negotiations.

Our two countries also agreed to promote exchanges and cooperation regarding economic free zones.

We welcomed the conclusion of the Korea-Egypt Social Security Agreement and concurred on the need to sign it as soon as possible so that people in both countries can enjoy tangible benefits.

Third, we agreed to build a mutually beneficial partnership in education.

We shared a deep recognition of the importance of education for sustainable social development and growth. President El-Sisi expressed particular interest in Korea's achievement of national prosperity through education.

This common understanding enabled us to sign an MOU on Educational Cooperation during this visit. Korea and Egypt will strengthen cooperation in science education, Korean language education, vocational and technical training, and the digital transformation of education.

By sharing our accumulated expertise and experience, I look forward to schools and educational institutions in both countries advancing together.
Fourth, we agreed to further broaden the horizons of cultural cooperation between our two countries - both recognized as cultural powerhouses.

Egypt is a leading producer of cultural content in the Middle East, and at the same time, K-dramas, K-pop, Korean cuisine, and the Korean language enjoy great popularity here.

We shared the view that cultural exchanges between our peoples play a vital role in advancing bilateral relations. To this end, our two countries signed an MOU on Cultural Cooperation, and agreed to deepen exchanges in audiovisual arts, performing arts, publishing, museums, and libraries.

On this basis, I hope cultural exchanges that are tangible and meaningful for the citizens of both countries will expand even further. I also hope that more Egyptians will have opportunities to enjoy Korean cultural content and that the Korean people, likewise, will have more opportunities to experience Egypt's rich civilization.

Fifth, we discussed mutually beneficial avenues for cooperation in the defense industry.

I explained that Korea's defense capabilities are globally recognized for their excellence, and I expressed the hope that our cooperation, already exemplified by the joint production of the K-9 self-propelled howitzer, will expand to include the FA-50 aircraft, the Cheongeom air-launched anti-tank guided missile, and others.

President El-Sisi expressed confidence in Korea's advanced defense technologies and his expectation for mutually beneficial cooperation, including through joint production.

Once again, I express my sincere gratitude to President El-Sisi for his warm hospitality.

We will faithfully implement the follow-up measures to ensure that the people of both countries can truly feel the benefits of the initiatives discussed today.

In addition, President El-Sisi and I agreed to establish a direct line of communication led by our Presidential Chief of Staffs, so that cooperation between our two countries can move forward quickly and in a practical manner. We also agreed to rapidly formulate concrete, realistic pathways for collaboration.

Should President El-Sisi visit Korea next year, it would be his first return in a decade. I look forward to welcoming him, to sharing with him the remarkable changes Korea has undergone over the past decade, and to discussing how we can advance Korea–Egypt cooperation in a more concrete and substantive way.

I look forward to the opportunity for him to witness firsthand the developments Korea has undergone over the past ten years, and to engage swiftly in discussions on how cooperation between Korea and Egypt can be pursued in a more substantive and tangible manner.
