국가유산청(청장 최응천)은 올해 한-아세안 대화관계 수립 35주년을 맞이하여, 한국과 아세안간 미래지향적 문화유산 협력을 위해 아세안사무국과 공동으로 지난 6월 26일 노보텔 엠버서더 동대문 그랜드볼룸(서울 중구)에서‘한-아세안 문화유산 협력 국제회의’를 개최하였다.

‘한-아세안 협력의 미래: 문화유산과 사회문화적 연대’를 주제로 개최된 이번 국제회의는 한국과 아세안간 문화유산 협력의 발자취를 살펴보고, 양측의 관점에서 향후 한-아세안 문화유산 협력의 미래 방향과 정책적 지원방안을 모색하는 자리였다.

이번 회의에는 최응천 국가유산청장, 아세안사무국 사회문화공동체 에카팝 판타봉(H.E. Ekkaphab Phanthavong) 사무차장, 외교부 이경아 공공문화외교국장, 주한아세안대사단, 한국을 비롯한 아세안 10개국과 아세안사무국 대표들이 포함된 한-아세안 문화유산 협의체 구성원, 국내외 아세안 관계기관 및 전문가 등이 참석하였다.
* 한-아세안 문화유산 협의체: 한국(국가유산청) 및 아세안 10개국, 아세안사무국 등 문화유산 관계자 24명이 참여하는 문화유산 분야 최초의 한-아세안 국가 간 협의체
* 아세안(ASEAN): 말레이시아, 필리핀, 싱가포르, 인도네시아, 태국, 브루나이, 베트남, 라오스, 미얀마, 캄보디아로 구성된 준 국가연합이자 국제기구

회의는 총 3분과(세션)로 진행되었으며, 1분과에서는 한국과 아세안 간 문화유산 협력 현황을 살펴보고, 미래 협력에 대한 방향성을 논하였다. 특히, 국가유산청은 최근 아세안 회원국과 협력하여 「공유문화유산 협력을 통한 한-아세안 사회문화적 연대 증진」사업* 추진을 위해 한-아세안 협력기금팀과 협의를 진행하고 있으며, 현재 추진 중인 한-아세안 포괄적 전략동반자 관계** 수립 시, 이에 대한 문화유산 분야 후속 이행과제로 2025년에는 한국과 아세안이 함께 「한-아세안 문화유산 협력 전략」을 수립할 계획을 밝혔다.
* 2025~2028년까지 공유문화유산에 대한 상호 이해(조사, 도서 발간 등), 인식 제고(디지털 콘텐츠 제작 및 역량강화), 지역 협력(한-아세안 전략 수립 등)을 내용으로 하는 사업
** 2010년 선언한 ‘한-아세안 전략적 동반자 관계’보다 상위의 외교관계로, 2022년 한국정부에서 한-아세안 대화관계 수립 35주년인 2024년에 관계 격상을 공식 제안

2분과에서는 아세안 문화유산 전문가들이 모여 한국과 아세안 문화유산 협력의 미래 방향을 주제로 문화유산과 창조적 경제, 공유문화유산을 통한 사회문화적 연결성 강화, 문화유산 분야에 디지털 기술의 적용과 활용 방안에 대해 논의하고, 향후 구체적이고 실질적인 문화유산 분야의 한-아세안 협력 방안 마련의 필요성을 강조하였다.

마지막 분과에서는 전 주아세안한국대표부 서정인 대사의 진행으로, 한국과 아세안 정책 전문가들이 모여 아세안 사회문화공동체 강화를 위한 문화유산 분야의 협력 정책방안을 논의하였다. 참가자들은 열띤 토론을 통해 ▲ 한국과 아세안이 모두 공감할 수 있는 문화유산 분야의 협력 전략, ▲ 한-아세안 협력기금 내 문화유산 분야 확대를 비롯한 다양한 재원 확보 방안, 그리고 ▲ 한-아세안 문화유산 협의체의 다음 단계로의 이행을 위한 구체적인 논의 필요성을 강조하였다.

회의에서 논의된 내용을 바탕으로 국가유산청과 아세안사무국은 「공유문화유산 협력을 통한 아세안 사회문화적 연대 증진」사업을 추진하기 위한 문화유산 분야의 한-아세안 협력기금 및 국제개발협력(ODA) 확대 등의 실천방안을 담은 공동 언론보도문을 발표하였다.

참석자들은 공동 언론보도문 발표를 통해 그동안 한-아세안 문화유산 협력 증진에 힘쓴 한국 정부에 감사의 뜻을 표하고, 한-아세안 문화유산 협력이 앞으로도 실질적인 활동으로 그 성과를 내자는 의지와 다짐을 표명하였다.

한편, 다음날인 6월 27일에는 「공유문화유산 협력을 통한 아세안 사회문화적 연대 증진」 사업을 비롯해 한-아세안 문화유산 협력 전략 수립 등의 구체적 이행 방안에 대해 논의하기 위한 제4차 한-아세안 문화유산 협의체 운영회의가 개최될 예정이다.

국가유산청은 앞으로도 원활한 한-아세안 문화유산 협의체 운영을 통해 아세안과 소통을 강화하고, 한국 정부의 핵심 외교정책인 ‘한-아세아 연대구상’이 문화유산 분야에서도 적극적으로 이행되도록 할 것이다.

To commemorate the 35th anniversary of the establishment of ASEAN-ROK Dialogue relations, the Korea Heritage Service (KHS, Administrator Choi Eung-Chon), in collaboration with the ASEAN Secretariat, held the International Conference on ASEAN-ROK Cultural Heritage Cooperation for promoting forward-looking cultural heritage partnerships between ASEAN and Korea. The event took place on June 26, 2024, at the Novotel Ambassador Dongdaemun Grand Ballroom in Seoul.

Under the theme of "The Future of ASEAN-ROK Cooperation: Cultural Heritage and Socio-Cultural Solidarity," the conference examined the progress of cultural heritage cooperation between Korea and ASEAN and explored future directions and policy measures from the perspectives of both parties.

In this conference, Mr. Choi Eung-chon, the Administrator of Korea Heritage Service, H.E. Ekkaphab Phanthavong, Deputy Secretary-General of ASEAN for ASEAN Socio-Cultural Community (ASCC), Ms. Lee Kyung-ah, Director-General for Public Diplomacy and Cultural Affairs, Ministry of Foreign Affairs, Mission of the Republic of Korea to ASEAN, Ambassadors/Representatives from the ASEAN Embassies in Seoul, members of the ASEAN-ROK Working Committee on Cultural Heritage Cooperation, and domestic and international ASEAN-related institutions and experts attended.
* ASEAN-ROK Working Committee on Cultural Heritage Cooperation: The first intergovernmental network in the cultural heritage field between ROK (Korea Heritage Service) and ASEAN, comprising 24 cultural heritage officials including representatives from Korea, 10 ASEAN member states and the ASEAN Secretariat.
* ASEAN (Association of Southeast Asian Nations): an international organization consisting of Malaysia, the Philippines, Singapore, Indonesia, Thailand, Brunei, Vietnam, Laos, Myanmar, and Cambodia

The conference consisted of three sessions: the first session reviewed the current status of cultural heritage cooperation between Korea and ASEAN and discussed future cooperation directions. Notably, KHS, in collaboration with ASEAN member states, has recently been in close consultation with ASEAN-Korea Programme Management Team (AKPMT) to promote a cooperative flagship project called ‘Enhancing ASEAN-ROK Socio-Cultural Connectivity through Cooperation on Shared Cultural Heritage’.
In addition, the KHS announced the plan to establish the ASEAN-ROK cultural heritage cooperation strategy with ASEAN from 2025 as a follow-up task for cultural heritage when establishing a Comprehensive Strategic Partnership (CSP) between ASEAN and Korea currently underway.
* In 2022, the Korean government formally proposed elevating the relationship with ASEAN from the "Strategic Partner" status declared in 2010 to a higher diplomatic level, marking the 35th anniversary of establishing ASEAN-ROK dialogue relations in 2024.
* Established a plan encompassing mutual understanding of shared cultural heritage (in-depth research, book publication, etc.), awareness raising (development of digital content and capacity building), and regional cooperation (formulation of ASEAN-ROK strategy etc.) from 2025 to 2028.

In the second session, ASEAN cultural heritage experts discussed the future of cultural heritage cooperation between Korea and ASEAN, focusing on cultural heritage and the creative economy, enhancing socio-cultural connectivity through shared cultural heritage, and discussing the application and utilization of digital technology in the cultural heritage sector. They also emphasized the necessity of development of specific and substantive cooperation measures in the cultural heritage sector for Korea and ASEAN in the future.

The third session, chaired by H.E. Suh Jeong-in, the former Ambassador of the Republic of Korea to ASEAN, brought together policy experts from Korea and ASEAN to discuss cooperation policies in the cultural heritage sector to enhance the ASEAN Socio-Cultural Community. Participants emphasized the need for a cooperative strategy in the field of cultural heritage that both Korea and ASEAN can resonate with, securing financial resources including extension of the funds for cultural heritage sectors within the ASEAN-ROK Cooperation Fund, and the need for concrete discussions to evolve to the next stage of ASEAN-ROK Working Committee on Cultural Heritage Cooperation.

Based on the discussions at the conference, the KHS and ASEAN Secretariat released a joint press statement outlining the practical implementation measures such as the extension of the ASEAN-ROK Cooperation Fund and Official Development Assistant (ODA) to advance the flagship project ‘Enhancing ASEAN-ROK socio-cultural connectivity through cooperation on shared cultural heritage’.

Through the announcement of the joint press statement, the conference participants expressed gratitude towards the Korean government's efforts in promote ASEAN-ROK cultural heritage cooperation and pledged to continue making practical achievements in the future.

Meanwhile, the 4th ASEAN-ROK Working Committee Meeting on Cultural Heritage Cooperation, scheduled for June 27th, will further discuss specific implementation plans for the project ‘Enhancing ASEAN-ROK socio-cultural connectivity through cooperation on shared cultural heritage’ and the establishment of ASEAN-ROK cultural heritage cooperation strategy.

The KHS aims to enhance communication with ASEAN through effective operation of the ASEAN-ROK Working Committee on Cultural Heritage Cooperation and actively implement Korea's core diplomatic policy of "Korea-ASEAN Solidarity Initiative (KASI)" in the field of cultural heritage.
