국가유산청 한국전통문화대학교(총장 강경환)는 제48차 유네스코 세계유산위원회 개최를 계기로, 오는 7월 25일(토) 오후 6시 15분부터 8시까지 부산 벡스코 제1전시장에서 『세계유산 맥락의 영향평가 실효성 제고』를 주제로 국제 토론회(포럼)를 개최한다.
이번 토론회는 한국전통문화대학교 세계유산지속가능센터(센터장 서재권)가 주최하고, 국제문화유산보존복구연구센터(ICCROM)와 유네스코 세계유산 아시아·태평양 지역훈련연구센터 상하이센터(이하 'WHITR-AP 상하이')가 협력하여 마련한 제48차 세계유산위원회 공식 부대행사이다.
최근 개발사업, 기반시설 확충, 관광 이용 증가, 기후변화 등 다양한 변화 요인이 유산의 탁월한 보편적 가치와 속성에 영향을 미칠 가능성이 커짐에 따라, 이러한 요인이 세계유산에 미치는 영향을 사전에 검토하는 '세계유산영향평가(HIA, Heritage Impact Assessment)'가 세계유산 보존관리의 핵심 제도로 자리매김했다. 이에 이번 토론회에서는 각국의 세계유산영향평가 관련 교육 및 실천 경험을 공유하고, 세계유산의 보존관리 및 개발계획 수립 시 효과적으로 적용될 수 있는 방향을 논의하고자 한다. * 세계유산영향평가: 개발사업이 세계유산의 탁월한 보편적 가치(OUV, Outstanding Universal Value)에 미치는 영향을 조사 · 예측 · 평가하여 세계유산에 대한 부정적 영향을 피하거나 제거 또는 감소시킬 수 있는 방안을 마련하는 것
행사는 개회식에 이어 국가별 제도·현장 경험을 공유하는 발표와 원탁회의(라운드테이블) 방식으로 진행된다. 1부에서는 세계유산영향평가에 대응하기 위한 전문인력 교육·양성 등 각국의 역량강화 추진 현황을 살펴본다.
발표자로 나선 ▲ 조유진 국제문화유산보존복구연구센터-국제자연보전연맹 세계유산 리더십 프로그램 매니저는 '세계유산영향평가 역량강화를 위한 단기·장기 목표'를 주제로 세계유산영향평가 역량강화의 주요 방향과 향후 과제를 소개한다. 이어 ▲ 리 홍(LI Hong) WHITR-AP 상하이 프로젝트 디렉터는 '아시아·태평양 지역 세계유산영향평가 역량강화: 격차, 수요와 새로운 시사점'을 주제로 아시아·태평양 지역에서 나타나는 세계유산영향평가 역량강화의 과제와 시사점을 공유한다. 끝으로 ▲ 김서린 한국전통문화대학교 세계유산지속가능센터 연구교수는 '한국의 영향평가 역량강화: 교육, 번역, 제도적 수용'을 주제로 한국에서 세계유산영향평가 역량을 높이기 위해 추진해 온 교육 현황과 국내 실무 적용 과정 등에 대해 발표한다.
2부에서는 이규호 세계국제법협회 한국본부(International Law Association Korea Branch) 회장을 좌장으로, 세계유산영향평가가 실제 법·제도와 현장 관리 과정에서 효과적으로 작동하기 위한 조건을 논의한다. ▲ 김안지 국가유산청 세계유산정책과 사무관은 '한국에서 세계유산영향평가의 실효성 제고: 법적·제도적 조건'을 주제로 우리나라 세계유산영향평가 제도의 법적·제도적 기반을 소개한다. 이어 노르웨이, 아일랜드, 일본 등 전문가들이 자국의 관련 법·제도를 소개하고 향후 과제와 대응방안을 논의할 예정이다.
국가유산청 한국전통문화대학교는 이번 토론회를 통해 세계유산영향평가에 관한 국제적 논의와 교류를 본격적으로 확대하는 한편, 국제적인 기준에 부합하는 평가 체계가 국내 현장에서 실효성 있게 활용될 수 있도록 적극행정을 지속해 나갈 것이다.
The Korea National University of Heritage (President Kyoung-Hwan Kang), under the Korea Heritage Service, will host an international forum entitled "Making Impact Assessment Work for World Heritage: From Capacity Building to Practice" from 6:15 p.m. to 8:00 p.m. on Saturday, 25 July, on the occasion of the 48th Session of the UNESCO World Heritage Committee.
The forum is an official side event of the 48th Session of the World Heritage Committee, organized by the Centre for World Heritage and Sustainable Development at the Korea National University of Heritage in collaboration with the International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM) and the UNESCO World Heritage Institute of Training and Research for the Asia and the Pacific Region, Shanghai Centre (UNESCO WHITR-AP Shanghai).
In recent years, World Heritage conservation and management have increasingly required the prior assessment of how various factors—including development projects, infrastructure expansion, increased tourism and climate change—may affect the Outstanding Universal Value and attributes of World Heritage properties. Against this backdrop, the forum will explore practical approaches to ensuring that impact assessment is effectively incorporated into World Heritage conservation, management and development planning.
Following the opening session, the programme will consist of presentations on capacity building for impact assessment and a roundtable discussion sharing national legal, institutional and practical experiences.
Session 1, "IA Capacity Building: Global, Regional and National Experiences," will examine how capacity building for impact assessment is being advanced at the international, regional and national levels. The following presentations will be delivered: ▲ From World Heritage Capacity Building Strategy to Impact Assessment Implementation (Eugene Jo, Programme Manager, ICCROM-IUCN World Heritage Leadership Programme) ▲ Regional Capacity Building for HIA in Asia and the Pacific: Gaps, Needs and Emerging Lessons (Li Hong, Project Director, UNESCO WHITR-AP Shanghai) ▲ Building IA Capacity in Korea: Education, Translation and Institutional Uptake (Seolin Kim, Research Professor, Centre for World Heritage and Sustainable Development, Korea National University of Heritage)
Session 2, "IA Practice and Legal/Institutional Issues at National and Site Level," will take the form of a roundtable discussion chaired by Gyooho Lee, President of the Korean Branch of the International Law Association. Participants will discuss the conditions required for impact assessment to function effectively within legal and institutional frameworks and in site-level heritage management. ▲ Making HIA Work in Korea: Legal and Institutional Conditions (Anji Kim, Deputy Director, World Heritage Policy Division, Korea Heritage Service)
Experts from Norway, Ireland and Japan will then share their national and site-level perspectives under the theme "Making IA Work: Legal Bases, Institutional Coordination and Site-Level Realities." They will introduce relevant legal and institutional frameworks in their respective countries and discuss implementation challenges and possible responses. Through this forum, the Centre for World Heritage and Sustainable Development at the Korea National University of Heritage aims to contribute to international discussions on impact assessment and further strengthen Korea's World Heritage conservation and management capacity in alignment with international standards.
The Korea National University of Heritage also plans to expand its collaboration with UNESCO WHITR-AP Shanghai in the fields of impact assessment education and professional capacity building, while continuing discussions aimed at promoting the effective application of impact assessment in practice.
