문화재청 국립해양문화재연구소(소장 이귀영)는「수중문화유산 보호」를 주제로 오는 22일부터 30일까지 9일간 목포(연구소 내 해양유물전시관), 태안(태안해양유물전시관), 전남 진도 명량대첩로해역과 충남 태안 마도해역 등 수중문화재 조사현장에서 국제 워크숍‧국제 강연회‧국제 학술대회를 개최한다.


  이번 행사들은 지난 6월 문화재청이 개청 20주년을 맞아 선포한 『문화유산 미래정책 비전』전략 중 하나인 <육지와 해양을 아우르는 ‘문화국토’ 실현>과 세부 과제인 ‘해양유산 글로벌 강국 도약’을 체계적으로 이행하고자 마련한 것으로, 수중문화재 조사·연구 역량을 높이고, 효율적인 수중문화유산 보호 정책을 수립하기 위한 취지이다.


  먼저, 첫 행사는 ‘국외 전문가와 함께 하는 수중문화재 조사기술 교류 국제 워크숍’(8.22.~29.)이다. 20여년 이상 수중문화유산 조사 분야에서 활동한 4개국 전문가와 국립해양문화재연구소, (사)한국수중문화재조사기관협회 소속 수중문화재 조사원간의 기술교류가 이뤄질 계획이다.



  한국의 수중고고학은 1976년 신안선 발굴을 시작으로 43년이 지나면서 국내 수중환경과 조사현장에 맞는 수중문화재 조사기술을 개발하여 적용하고 있다. 이번 워크숍은 국내외 조사기술을 직접 공유할 수 있는 자리로, 진도와 태안의 수중문화재 조사현장에서 열리는 첫 국제 워크숍이다.
참가자들은 수중문화재 탐사, 발굴조사 기술에 대해 정보를 교환하며, ▲ 수중에서의 촬영‧사진실측기술과 자료 처리기술, ▲ 수중문화재 조사방법, ▲ 탐사장비 운용 기술 등 이론교육과 현장 실습을 하게 된다.


  두 번째(8.22.~28.) 행사는 ‘세계 속의 수중고고학과 수중문화유산을 주제로 국외 전문가로부터 전해 듣는 국제 강연회’이다. 폴란드 바르샤바 대학교 맥달레나 노와코사카(Magdalena Nowakosaka) 교수의 ▲ ‘동유럽의 수중고고학과 수중문화유산’ 강연(8.22.)을 시작으로 독일 국립고고학연구소 미켈라 레인펠드 연구원(Michaela Reinfeld)의 ▲ 서유럽의 수중고고학과 수중문화유산, 중국 다롄 해양대학교 사라 워드 교수(Sarah Ward)의 ▲ 호주의 수중고고학과 수중문화유산(8.26.), 국립해양문화재연구소 진호신 연구관의 ▲ 한국 수중문화재 발굴의 역사(8.27.), 미국 괌 대학교 빌 제프리 교수(Bill Jeffery)의 ▲ 태평양지역의 수중고고학과 수중문화유산(8.28.) 순서로 강연이 진행된다.


  세 번째(8.30.) 행사는 ‘세계의 수중문화유산 보호 법률과 정책, 한국의 수중문화유산 보호 국제협력‘을 주제로 한 국제 학술대회다. ▲ 1부 발표는 유럽과 호주 등과 한국의 수중문화유산 보호 법률과 정책, 유네스코 국제협약과 한국의 법률 비교, ▲ 2부 발표는 수중문화유산 조사․보호와 관련한 국제협력 현황과 공적개발사업(ODA) 방향 등 총 10건이다. 발표 후에는 국제 협력과 향후 방향(유네스코 국제 프로그램 등)을 주제로 한 토론이 이어질 계획이다.

  문화재청 소속의 책임운영기관인 국립해양문화재연구소는 국제적인 수중문화유산 조사‧연구기관으로서 이번 국제 프로그램 운영을 통해 얻는 다양한 의견과 정보를 국내 수중문화재 조사원의 전문성 강화와 조사 현장에서 활용할 계획이다. 앞으로도 수중문화유산의 보호를 위한 지속적인 정책 마련과 수준 높은 교육 프로그램을 꾸준히 제공하여 수중문화유산의 소중함을 전하는데도 최선을 다할 것이다.





 『Whole Assembly of Global Experts on Underwater Cultural Heritage』

- The NRIMCH, holding the international workshop, lectures, and conference from Aug. 22nd to 30th. -


The National Research Institute of Maritime Cultural Heritage(NRIMCH) (Lee Gwi-Young, Director General) of the Cultural Heritage Administration(CHA) runs the international program under 「The Protection of Underwater Cultural Heritage」, consisting of international workshop, lectures, and conference, at Mokpo(National Maritime Museum inside the Research Institute), Taean(Taean National Maritime Museum) and inspection sites of underwater cultural heritage including Myeongnyangdaecheop-ro waters, Jindo, Jeonnam and Mado waters, Taean, Chungnam for 9 days, from Aug. 22nd to 30th.
This international program aims to enhance inspection and research capacity for underwater cultural heritage of the NRIMCH and establish efficient protection policy on it, for the systematic implementation of strategic task, of 『Heritage Vision for the Future』, declared in June by the CHA celebrating its 20th opening anniversary, and its detailed task, ‘The Leap to the Global Country with Power in Maritime Legacy’.
Above all, the first event is ‘The International Workshop on Inspection Technique Exchange of Underwater Cultural Heritage with International Experts’(Aug. 22nd-29th). The technique exchange will be conducted between experts, working on inspection of underwater cultural heritage for more than 20 years, from 4 different countries and underwater cultural heritage researchers from the NRIMCH and Korea Underwater Cultural Heritage Research Association.
With Korea underwater archaeology for 43 years, since the excavation of Sinan Shipwreck in 1976, inspection techniques of underwater cultural heritage suitable for the domestic underwater environment and inspection sites have been developed and applied. It is the first on-site workshop at the underwater excavation site of Jindo and Taean, where international and domestic inspection techniques will be directly interchanged.
The participants are about to exchange information on exploration and excavation technique of underwater cultural heritage, taking theory education on underwater photography, photography measurement technique, materials processing technique, inspection method of underwater cultural heritage and management technique of exploration equipment of underwater cultural heritage, and on-site practice.
The second event(Aug. 22nd-28th) is ‘The International Lectures on World Underwater Archaeology and Underwater Cultural Heritage by International Expert’. There will be a series of lectures, starting from ‘Underwater Archaeology and Underwater Cultural Heritage of Eastern Europe’ by Magdalena Nowakosaka from Warsaw University, Poland(Aug. 22nd), followed by ‘Underwater Archaeology and Underwater Cultural Heritage of Western Europe’ by Michaela Reinfeld from German Archaeological Institute, ‘Underwater Archaeology and Underwater Cultural Heritage of Australia’ by Sarah Ward from Dalian Maritime University, China, ‘The Excavation History of Underwater Cultural Heritage in Korea’ by Hoshin Jin of the NRIMCH and ‘Underwater Archaeology and Underwater Cultural Heritage around Pacifica Areas’ by Bill Jeffery of Guam University, U.S.
The third event(Aug. 30th) is the international conference on ‘World Law and Policy on Protection of Underwater Cultural Heritage and International Cooperation for Protection of Underwater Cultural Heritage in Korea’. The first section of presentations is about the law and policy on the protection of underwater cultural heritage in Europe, Australia, Korea, etc. and comparison between the UNESCO convention on the protection of underwater cultural heritage and Korean law. The second section consists of 10 presentations about the status of international cooperation about inspection and protection of underwater cultural heritage and the direction of the ODA project, etc. After presentations, the discussion will be followed on international cooperation and future direction(the UNESCO international programs, etc.).

The NRIMCH, as an international executive agency of inspection and research of underwater cultural heritage, plans to use many opinions and information by operating this international program for building researchers’ capacity and applying to the excavation site.
