문화재청(청장 최응천) 산하 유네스코 세계유산 국제해석설명센터(이하 ‘국제센터’)는 오는 11월 15일에 서울 관광플라자 다목적홀에서 ‘더 많은 이해관계자 초대하기’를 주제로 「2023 세계유산 해석설명 국제 포럼」을 개최한다. 이번 행사는 국제학술대회로서 세계유산의 해석과 설명에 참여하는 다양한 공동체의 중요성을 강조하고, 이들의 참여와 유산 해석 역량을 높이기 위한 국제센터의 역할을 모색하기 위해 마련된다.

행사에서는 조셉 킹(ICCROM 선임이사), 올웬 비즐리(호주 국립공원야생센터), 이현경(서강대학교 교수), 심혜리(유네스코 세계유산 국제해석설명센터 교육협력실장) 등 총 9명의 발표자가 3개의 분과(세션)로 나누어 발표한다.

먼저, ▲ 1분과에서는 세계유산 보호를 위한 공동체의 역할과 새로운 공동체의 개념정립을 위한 방안, 그리고 더 많은 이해관계자와 함께 세계유산을 보호하기 위한 유산의 해석과 설명의 역할에 대하여 논의한다. 이어지는 ▲ 2분과에서는 다양한 공동체의 해석·설명 역량을 강화하기 위한 국제센터의 역할에 대해 논의하고, 지역·국가 단위 공동체의 해석·설명 사례를 소개한다. 마지막으로 ▲ 3분과에서는 문화유산과 자연유산 간의 통합적 해석을 위한 이해당사자의 참여와 과제, 원주민의 유산 해석 참여 방안을 통한 유산의 포용적 해석과 보호의 필요성, 그리고 갈등유산 해석에 대한 공동체 참여로 갈등을 해소하는 방안 등 앞으로 해결해야 할 과제에 대해 심도 있는 논의를 펼칠 예정이다.

또한 행사에 앞서 11월 13일부터 14일까지 이틀간 국내·외 대학생과 대학원생을 초대하여 ‘세계유산 해석설명 청년 국제 역량강화 연수회(워크숍)’가 개최된다. 1일 차에는 국내 대학생 50여 명을 대상으로 유산의 해석과 설명의 개념을 소개하고, 세계유산 종묘에 방문하여 유산의 가치를 깊이있게 이해하는 유산 해석 실습을 진행할 예정이다. 2일 차에는 한국, 싱가폴, 인도, 중국(홍콩) 등 국내·외에서 선발된 5개 팀이 전문가의 도움을 받아 해석전략을 수립하는 경진대회가 진행된다. 대상을 받은 팀은 15일 행사의 특별 발표자로 초청된다.

이번 행사는 국제센터 누리집을 통해 사전등록 후 누구나 참여할 수 있으며, 행사 이후, 국제센터 유튜브를 통해 자막을 포함한 현장 녹화 영상을 제공할 예정이다.

문화재청 유네스코 세계유산 국제해석설명센터는 이번 행사를 통해 세계유산의 해석과 설명에 다양한 공동체를 초대하여 모두가 함께 유산을 보호하고, 나아가 인류의 지속가능한 발전에 기여할 수 있는 토대를 마련할 것으로 기대한다.

The International Centre for the Interpretation and Presentation of World Heritage Sites under the auspices of UNESCO (hereinafter referred to as the “WHIPIC”), affiliated with the Cultural Heritage Administration (Administrator Choi Eung-cheon) is hosting the 2023 World Heritage Interpretation and Presentation International Forum under the theme of “Inviting Wider Participants to World Heritage Protection” at the Seoul Tourism Plaza on November 15.

As an international academic conference, this event is designed to emphasize the importance of various communities participating in the interpretation and presentation of World Heritage and to explore the role of WHIPIC in enhancing their role and capacity building in heritage interpretation.

* The International Centre for the Interpretation and Presentation of World Heritage Sites is a UNESCO Category 2 Centre. The WHIPIC is established to promote the understanding and protection of heritage through the inclusive interpretation and presentation of heritage around the world.

WHIPIC aims to promote reconciliatory cultural dialogue and contribute to humanity's sustainable development by identifying various values and meanings of World Heritage sites through research, capacity building, informatization, and networking while sharing the results with the general public.

* Heritage Interpretation : Heritage interpretation is a meaning-making process through communication, participation and experience.
* Heritage Presentation : Heritage presentation a communicative process of heritage interpretation to increase understanding, awareness, and better experiences of heritage

The forum will be enlightened by speakers such as Mr Joseph King (Senior Director, ICCROM), Dr Olwen Beazley (Manager Historic & World Heritage, New South Wales, National Parks and Wildlife Service, Australia), Dr Hyun Kyung Lee (Assistant Professor, Critical Global Studies Institute, Sogang University), Dr Erica Meneghin (Director of the Heritage Area, Fondazione Santagata for the Economics of Culture), Dr Joon Kim (Research Professor, Institute of Honam Studies), Mr Munyaradzi Mashamaire (Exhibitions Officer at National Museums and Monuments of Zimbabwe, NMMZ) and Ms Haeree Shim (Head of Education and Networking Office, WHIPIC).

▲ Session 1 discusses the role of the community, ways to establish the concept of participants, and the role of heritage interpretation and presentation to protect World Heritage with the participation of stakeholders. In the following ▲ Session 2, challenges on heritage interpretation and presentation will be presented. This will be introduced with case studies at the local, national and international levels. Lastly, ▲ Session 3 focuses on the barriers regarding heritage interpretation that are being discussed as new priorities. Anticipating that this will assist in improving capacity building, speakers will discuss inclusive interpretive perspectives on cultural and natural heritage, the need for inclusive interpretation and protection of heritage based on the participation of indigenous communities, and ways to ease conflict in and around heritage sites.

Before the event, the World Heritage Interpretation and Presentation Youth Capacity Building Programme will be held two days from Nov 13 to 14th. Inviting around 50 undergraduates and graduate students in the heritage field, the first day will introduce the concepts of heritage interpretation and presentation, followed by a site visit to Jongmyo, where the participants will join a workshop on identifying attributes of the site through heritage interpretation and presentation.

The second day will be comprised of an international workshop on heritage interpretation plans, where five selected teams from Korea, Singapore, India and China(Hong Kong) will present their creative interpretation plans built with the assistance provided by heritage experts. The best plan will be to invite as special speaker for the forum on Nov 15. The forum is open to the public, and registration is available on the official WHIPIC website. A recorded version of the forum will also be available on the official WHIPIC YouTube channel after the event.
