국가유산청(청장 최응천)은 유네스코아태무형유산센터(사무총장 김지성)와 함께 10월 17일부터 18일까지 양일간 국립무형유산원 얼쑤마루 소공연장(전북 전주시)에서 「2024 세계무형문화유산포럼」을 개최한다.

올해로 8년째를 맞이하는 「세계무형문화유산포럼」은 각국 무형유산의 현황을 공유하고, 보전과 전승 방안을 논의하는 아시아태평양 지역의 대표 국제학술행사이다. 올해에는 무형유산 종합축제 「2024 무형유산축전」(10.17~20, 국립무형유산원)과 연계해 보다 다채로운 행사로 진행될 예정이다.

이번 행사에는 전 세계 14개국 30여명의 무형유산 석학과 국제이주기구 및 유네스코 담당관, 아시아태평양 회원국 등 다양한 관계기관이 참석하여 인류가 경험한 다양한 이주 상황과 무형유산을 통해 정체성을 보존하고, 새로운 삶의 터전에 적응해온 사례를 발표하고, 그간 무형유산이 인류문화의 다양성 유지에 기여해온 역사와 향후 전망에 대해 종합적으로 논의할 예정이다.

첫 날인 17일에는 ▲ ‘이주, 무형유산의 지평을 넓히다’를 주제로 한 펭 징 유네스코방콕사무소 문화부장의 기조발제를 시작으로, ▲ 1분과 <이주의 역사 속 인류의 삶의 기록으로서의 무형유산>에서는 알리산드라 커민스 바베이도스 박물관장 등이 카리브해, 아일랜드 그리고 인도의 디아스포라 속 무형유산의 보호와 전승의 역사에 대해 논의할 예정이다. ▲ 2분과에서는 로날드 간 말레이시아 국가유산국 문화유산 전문가 위원회 위원 등이 <이주 사회의 포용의 수단으로서 무형유산의 역할>에 대해 논의할 예정이다.

둘째 날인 18일에는 ▲ ‘이주에 대한 높아진 의제: 이주와 미래를 위한 협약’을 주제로 한 마리 맥컬리프 국제이주기구(IOM) 이주 연구 및 출판부문장의 특별강연을 시작으로, ▲ 3분과 <현대사회 이주의 모습과 무형유산의 새로운 지형도>에서는 최근 논의되고 있는 이주의 현상들과 이와 관련된 무형유산 전승의 새로운 관점에 대해 논의한다. 마지막으로 ▲ 특별분과 <한국 내 이주에 대한 논의, 연구의 성과와 당면 과제>에서는 국내에서 이주 및 다문화 관련 사업을 진행하는 연구소, 박물관, 국제기구, 교육청의 관계자들을 초청해, 다각도에서 진행된 이주 관련 활동의 성과와 의의를 공유할 예정이다.

이번 「2024 세계무형문화유산포럼」은 이주의 역사 안에서 무형유산이 인류의 문화다양성(Cultural Diversity)과 서로 다른 문화 간의 평화 유지 등에 어떤 역할을 했는지 조명하고, 미래로의 새로운 도약을 위한 방향을 모색하는 계기가 될 것이다.

국가유산청은 전 세계의 전문가들과 함께 무형유산의 미래를 논의하고자 마련된 이번 행사를 계기로, 앞으로도 유네스코아태무형유산센터와 협력해 국가유산의 미래지향적 담론 개발과 국가 간 협력망 구축을 위한 적극행정을 이어나갈 것이다.

The 2024 World Forum for Intangible Cultural Heritage will be held in Eolssumaru Small Performance Hall at the National Intangible Heritage Center in Jeonju, Republic of Korea over two days on October 17 and 18, hosted by the Korea Heritage Service (Administrator CHOI Eung-Chon) and organized by the UNESCO-ICHCAP (Director-General KIM Jisung).

The World Forum for Intangible Cultural Heritage, in its 8th year, is a representative international academic event in the Asia-Pacific region that shares the current status of intangible cultural heritage in each country and discusses ways to safeguard and transmit this heritage. This year’s forum will also be attended by a large number of intangible cultural heritage experts and key figures from around the world, including the Director of the UNESCO Bangkok Office. The forum will be held with a variety of events in conjunction with the “2024 Intangible Heritage Festival.”

The theme of the 2024 forum is “Migration: Broadening the Horizon of Intangible Cultural Heritage.” Approximately 30 participants from 14 countries will attend, including academics, intangible cultural heritage specialists, and facilitators from UNESCO, the International Organization for Migration (IOM), and various related organizations. They will present various human migration situations and cases of safeguarding and adapting self-identities through intangible cultural heritage, and will discuss how intangible cultural heritage has contributed to maintaining the diversity of culture as well as future prospects.

The first day of the event will officially open with a Keynote Presentation by Feng Jing, Director of UNESCO Bangkok Office, on “Migration: Broadening the Horizon of Intangible Cultural Heritage.” This will be followed by Session 1 on the theme of “ICH as Records of Human Lives amid the History of Migration,” consisting of presentations by Alissandra Cummins, Director of Barbados Museum & Historical Society and two other speakers, with the aim of examining the history of the safeguarding and transmission of intangible cultural heritage in the Caribbean, Irish, and Indian Diasporas. In Session 2, the theme of “The Role of ICH as a Means of Inclusive Migrant Societies” will be discussed by Ronald Gan, Member of the National Heritage Expert Committee of the National Heritage Department and two other speakers.

On the second day, a Special Lecture with the theme of “An Elevated Agenda for Migration: Migration and the Pact for the Future” will be given by Marie McAuliffe, Head of the Migration Research and Publications Division, IOM Headquarters in Geneva. Session 3 addresses new perspectives and challenges on the transmission of intangible cultural heritage related to the recently discussed migration phenomena with the theme of “Future Forms of Migration and the New Topographical Map of ICH.” Finally, a Special Session with the theme of “Achievements and Challenges of Migration Research and Projects in Korea” will share the achievements and significance of immigration-related activities carried out from various perspectives with invited officials from research institutes, museums, international organizations, and education offices that are working on projects in immigration and multiculturalism in Korea.

The 2024 World Forum for Intangible Cultural Heritage will shed light on the role that intangible cultural heritage has played in maintaining cultural diversity and peace between cultures throughout the history of migration, and will foster discussion for a new leap forward into the future.

As this is the first forum since the transition to a national heritage system, the Korea Heritage Service will continue to work with the UNESCO-ICHCAP to proactively develop a future-oriented discourse on national intangible heritage and build a network among countries.
