국가유산청(청장 허민)은 한국정책학회(회장 이석환)와 함께 7월 20일(월) 오후 1시 부산 벡스코 컨벤션홀에서 『세계유산 거버넌스와 문화강국 실현: 백범 김구의 문화강국 비전과 정책 방향』을 주제로 공동 국제학술대회를 개최한다.
20세기 초 김구 선생은 "오직 한없이 가지고 싶은 것은 높은 문화의 힘"이라며 문화의 힘으로 세계와 평화를 이루는 문화강국을 꿈꾸었다. 제48차 유네스코 세계유산위원회의 공식 부대행사(Side Event)로 개최되는 이번 학술대회는 이러한 김구의 문화비전을 유산(Heritage)을 통해 재조명하며, 인류 평화와 공영에 이바지할 수 있는 정책 방안을 세계인들과 함께 모색하는 자리이다.
학술대회는 1분과(13:00~15:00)와 2분과(18:00~20:00)로 나뉘어 이석환 한국정책학회장의 개회사와 허민 국가유산청장의 환영사로 시작되고, 주제발표 3건과 전문가 토론으로 진행된다.
1분과에서는 세계유산의 정책적 과제와 지속가능한 관리에 대한 폭넓은 논의가 진행된다. '미래유산국가전략: 정신문화와 AI 기반 유산 대전환을 통한 글로벌 이니셔티브 확보'(박광국, 가톨릭대학교)라는 주제발표가 진행되고, 배수호(성균관대학교), 황석준(국립공주대학교), 김동현(한국문화관광연구원), 우카시 포템파(Łukasz Potępa, 스페이시아.에이아이(Spacia.AI)) 등 국내외 전문가가 참여하는 토론이 이어질 예정이다.
2분과에서는 김구 선생이 염원했던 '높은 문화의 힘'이 현실화되고 있는 오늘날을 되짚고, 문화의 뿌리이자 근본 원천이라고 할 수 있는 국가유산이 지나온 길과 앞으로의 정책 과제 등을 심도 있게 논의할 계획이다. 구체적인 세부 주제로는 ▲ 김구의 문화가치와 정책적 유산(정준호, 전북대학교) ▲ 문화강국의 꿈, 국가유산 정책으로 이어지다: 김구의 문화비전으로 보는 K-헤리티지(최보근, 국가유산청) 등 2건의 발표가 진행되고, 이승혁(성균관대학교), 채경진(국가유산정책연구원), 이동규(동아대학교), 김연희(국민대학교), 김철연(가톨릭관동대학교), 구첸첸(QIANQIAN GOU(유한대학교)) 등 6명의 전문가가 참여하는 토론이 이어진다.
이번 학술대회는 제48차 유네스코 세계유산위원회의 공식 부대행사로 진행되기 때문에 미리 등록된 발표자, 토론자 및 각국의 대표단만 현장 참석할 수 있지만, 국가유산청 유튜브(www.youtube.com/@khs_pr)를 통해 생중계되므로 누구나 실시간으로 시청할 수 있다.
국가유산청과 한국정책학회는 이번 학술대회를 계기로 국가유산이 지닌 가치를 드높이고 국민과 세계인 모두 함께 향유하는 정책을 지속적으로 발굴∙확대함으로써 문화강국 대한민국의 미래 비전을 적극적으로 만들어갈 계획이다.
The Korea Heritage Service (KHS; Administrator Huh Min), together with the Korea Association for Policy Studies (KAPS; President Lee Seok-hwan), will co-host an international conference on Monday, July 20, 2026, at 1:00 PM at the BEXCO Convention Hall in Busan. The joint conference will be held under the theme, "World Heritage Governance and Cultural Power: Policy Directions in the Vision of Kim Koo."
In the early twentieth century, Kim Koo famously wrote, "The one thing I seek in infinite quantity is the power of a highly developed culture." envisioning Korea as a cultural powerhouse that would contribute to world peace through the power of culture. Organized as an official side event of the 48th Session of the UNESCO World Heritage Committee hosted by South Korea, this conference aims to revisit Kim Koo's cultural vision through the lens of heritage and bring together participants from around the world to explore policy measures that can contribute to peace and shared prosperity for humanity.
Divided into two segments―Session 1(13:00-15:00) and Session2(18:00-20:00)―the conference will open with opening remarks by Lee Seok-hwan, President of KAPS, and a welcome remarks by Huh Min, Administrator of the KHS. The program features three presentations followed by panel discussions with experts.
▲ Session 1 will feature broad discussions on the policy challenges and sustainable management of World Heritage. The session will begin with a presentation titled "Future Heritage National Strategy: Securing Global Initiative through Spiritual Culture & AI-Enabled Heritage Transformation" by Park Kwang-kook (Catholic University of Korea), followed by an in-depth panel discussion featuring prominent domestic and international experts, including Bae Su-ho (Sungkyunkwan University), Hwang Suk-joon (Kongju National University), Kim Dong-hyun (Korea Culture&Tourism Institute), and Łukasz Potępa (Spacia.AI).
▲ Session 2 will reflect on the realization of the "Power of high Culture," which was envisioned by Kim Koo, and will delve into the journey and future policy tasks of national heritage, regarded as the root and foundation of culture. Specifically, two presentations will be delivered: "Cultural Values and Policy Legacy of Kim Koo" by Jeong Jun-ho (Jeonbuk National University), and "The Dream of a Cultural Nation, Through the National Heritage Policy: K-Heritage through the Lens of Kim Koo's Cultural Vision" by Choi Bo-keun (KHS, Vice Administrator). Following these presentations, a discussion will take place with six experts: Lee Seung-hyuk (Sungkyunkwan University), Chae Kyung-jin (Korea Heritage Policy Research Institute), Lee Dong-gyu (Dong-A University), Kim Yeon-hee (Kookmin University), Kim Chul-yeon (Catholic Kwandong University), and Qianqian Gou (Yuhan University).
The upcoming conference will be held as an official side event of the 48th session of the UNESCO World Heritage Committee. Consequently, only pre-registered presenters, discussants, and national delegations will be able to attend in person. However, the event will also be made available to the general public through a livestream on the KHS's YouTube channel(www.youtube.com/@khs_pr).
The KHS and the KAPS plan to use this conference as an opportunity to further promote the value of national heritage and to continuously identify and expand policies that enable by both the Korean people and the global community to enjoy its benefits together. Through these efforts, they aim to actively advance a future vision for Korea as a cultural powerhouse.
